The Work Session was called to order by Mayor Hill at 5:30 p.m.

Clayton Reed gave the invocation. Mayor Hill led the pledge of allegiance to the United
States and Texas Flags.
3. OATHS OF OFFICE AND RECEPTION FOR INCOMING CITY COUNCIL -
PLACE 3, PLACE 4, AND PLACE 5.
Municipal Judge Carol Montgomery administered the Oaths of Office to newly-elected
official Chad Patton and re-elected officials Randy Williamson and John Huffman.
Mayor Hill announced that item 3A1 listed under the Mayor's Report would be heard out
of order and considered next.

3A1. SOUTHLAKE KIDS INTERESTED IN LEADERSHIP (SKIL) UPDATE
Assistant to the City Manager Daniel Cortez presented this item and discussed the
group events of the year. He then introduced several members of the SKIL program
who described their personal experiences. Carroll Independent School District (CISD)
students speakers were: Faith Osterberg, Billy Wade, Asha Jain, and Arjun Menon. The
next speaker was CISD teacher, Eddie Mormon, who also addressed the Council.
Mayor Hill announced we would break for a reception at 6:03 p.m.
Mayor Hill reconvened the meeting at 6:24 p.m.

Mayor Hill reviewed the consent agenda items.
REGULAR SESSION:
1. CALL TO ORDER
The Regular Session of the City Council was called to order by Mayor Hill at 6:27 p.m.
2A. EXECUTIVE SESSION
Mayor Hill announced that City Council would be going into Executive Session pursuant
to the Texas Government Code, Section 551 .071 , consultation with city attorney,
Section 551.074, deliberation regarding personnel matters; Section 551.076,
deliberation regarding security devices; and Section 551 .087, deliberation regarding
economic development negotiations. City Council adjourned for Executive Session at
6:27 p.m. Executive Session began at 6:36 p.m. and concluded at 7:55 p.m.
2B. RECONVENE
Mayor Hill reconvened the meeting at 7:58 p.m. Mayor Hill asked if any action was
necessary from Executive Session. There was no action necessary as a result of
Executive Session.

3131. NATIONAL PUBLIC WORKS WEEK
City Manager Shana Yelverton presented this item and discussed highlights of the
department's accomplishments during the past year. Prior to the Council meeting,
Mayor Hill presented department members with a proclamation recognizing May 15-21,
2016 as National Public Works Week.

Abatement Reinvestment Zone in the City of Southlake, Texas as authorized by the
Property Redevelopment and Tax Abatement Act, Chapter 312 of the Texas Tax Code
noting that the improvements proposed for the zone are feasible and practical and
would be a benefit to the land to be included in the zone and to the City after the
expiration of any tax abatement agreement and also noting that the zone is reasonably
likely as a result of the designation to contribute to the retention or expansion of primary
employment or to attract major investment in the zone that would be a benefit to the
property and that would contribute to the economic development of the City.
