2016-04-26 CITY OF SOUTH LAKE SOUTHLAKE ARTS COUNCIL MEETING, APRIL 26, 2016 LOCATION: Southlake Town Hall — 1400 Main Street, TH4B Southlake, Texas TIME: 6:00 p.m. SOUTHLAKE ARTS COUNCIL PRESENT: Chair Leslie Bartlett, Vice Chair Miriam Murray, Secretary Jesika Cook and Southlake Arts Council members Merlene Ingraham, Terri Messing, Tamara McMillan, and Kelly Trager (Alternate 1) SOUTHLAKE ARTS COUNCIL ABSENT: Devika Seth STAFF PRESENT: Assistant to the Director Cassie Tucker REGULAR SESSION 1. CALL TO ORDER The meeting was called to order by Arts Council Chairman Bartlett at 6:18 p.m. 2. CONSENT AGENDA Consent Agenda items are considered to be routine by the Southlake Arts Council and are enacted with one motion. 2A. APPROVAL OF THE MINUTES FROM THE MARCH 22, 2016 SOUTHLAKE ARTS COUNCIL MEETING Minor corrections were made to the minutes of the March 22, 2016 meeting as noted below: The spelling for Beatriz Terrazas was corrected in Item 4D of the March 22, 2016 minutes. APPROVED A motion was made to accept the minutes of March 22, 2016 meeting with the correction noted. CONSIDER 3A. RECOMMENDATION TO APPROVE THE CONCEPT PROVIDED BY ARTIST MARK WHITE TO PROVIDE PUBLIC ART TO BE INSTALLED AT FRANK EDGAR CORNISH, IV PARK Assistant to the Director Cassie Tucker presented two proposals of kinetic art concepts recommended by artist Mark White for public art at Frank Edgar Cornish, IV Park. The two proposals are "Swan" and "Blooming Lily" in stainless finish. Southlake Arts Council discussed the two proposals and favored the "Swan" concept. A video to demonstrate the art piece's movement will be requested of the artist. APPROVED A motion was made to approve the "Swan" concept provided by artist Mark White for public art at Frank Edgar Cornish, IV Park, subject to receipt of a video before the concept goes to City Council. STROKES OF ART IN THE SQUARE RECEPTION WRAP UP Southlake Arts Council shared positive comments about the success of this year's Art in the Square event. 4B. APEX FILM DAY (MAY 7, 2016) Terri Messing updated the Council on plans for the Apex Film Day to be held May 7, 2016. 4C. FORT WORTH SYMPHONY ORCHESTRA OPPORTUNITIES Terri Messing provided a brief update. There may be opportunities for the Fort Worth Brass or Percussion orchestras to perform at The Marq Southlake instead of the full Fort Worth Symphony Orchestra. SEPTEMBER 2016 ART GALLERY EVENT Southlake Arts Council brainstormed ideas for the September art event. They talked about possible dates for the reception and themes. The Arts Council is interested in featuring the works by local photographer Beatriz Terrazas in partnership with NatureReach. Discussion of this item will be continued at the next meeting. 4E. PROJECT UPDATE Assistant to the Director Cassie Tucker presented an update on the Kathleen Caricof piece to be installed at The Marq Southlake, and the Dream Big piece to be installed at the Dove/Peytonville/Sam School Road roundabout. The Arts Council discussed potential dates to hold the dedication of the sculpture at The Marq Southlake. Staff will check the calendar for May 23, May 19 and May 18 for schedule conflicts. 4F. FISCAL YEAR 2017 PROJECTS Assistant to the Director Cassie Tucker reviewed expenditures to date of the Public Art Fund Budget and recommendations for the FY 2017 budget. Recommendations included allocation of $2,500 toward the Apex Film event, $2,000 for advertising, and $30-50,000 allocation for the Public Art Matching Funds budget. The Arts Council was in favor of including an additional project in FY 2017 to continue to implement the Town Square Sculpture Program. Staff reviewed the 2030 Plan Recommendations, Town Square Sculpture Program and Wayfinding Destinations. Southlake Arts Council members were interested in advertising the art events in the City's event signs that are located on various street corners in Southlake. 4G. LOCAL GOVERNMENT OFFICER CONFLICTS DISCLOSURE STATEMENT Assistant to the Director Cassie Tucker gave an overview of the Disclosure requirements and procedures to comply with Texas Local Government Code 176 to disclose relationships with existing City vendors.
