EXECUTIVE
SUMMARY: HarborChase of Southlake is requesting approval of a Specific Use Permit for a
Temporary Sales Facility on Lot 1, Block 1, HarborChase of Southlake, City of
Southlake, Tarrant County, Texas, and located at 700 E. State Highway 114,
Southlake, Texas. Current Zoning: "S-P-1" Detailed Site Plan District. SPIN
Neighborhood # 3.
REQUEST
DETAILS: HarborChase of Southlake is requesting approval for a specific use permit for a
temporary sales facility to provide offices for marketing staff at the new assisted
living facility known as HarborChase Assisted Living Facility of Southlake. The
applicant is requesting approval for approximately one (1) year.
The applicant is requesting the awning signage, as shown on the submitted
renderings, be included in the consideration for approval of the specific use permit.
On May 5, 2016, the Planning & Zoning Commission unanimously recommended
approval as presented, subject to the staff report and noting with respect to the
timing of the SUP, once issuance is granted, the SUP will expire the lesser of
either one (1) year or thirty (30) days after the inspection of the facilities by the
Texas Department of Aging and Disability Services.

LEGAL DESCRIPTION: Lot 1, Block 1, HarborChase of Southlake
LAND USE CATEGORY: Mixed Use and 100-year Floodplain
CURRENT ZONING: S-P-1 — Detailed Site Plan District
HISTORY: - The property was annexed into the City in 1957 and given an "AG"
Agricultural District zoning designation.
- A zoning change and concept plan (ZA14-054) was approved September
16, 2014.
- A site plan (ZA14-084) was approved September 16, 2014.
- A preliminary plat (ZA14-086) was approved September 16, 2014.
- A final plat (ZA14-134) was approved November 20, 2014.
PLANNING & ZONING
COMMISSION: May 5, 2016; Approved (5-0) as presented, subject to the Staff Report
dated April 29, 2016 and noting with respect to the timing of the SUP, once
issuance is granted, the SUP will expire the lesser of either one (1) year or
thirty (30) days after the inspection of the facilities by the Texas
Department of Aging and Disability Services.
STAFF COMMENTS: The City Council shall consider the following in determining whether to
grant a Specific Use Permit for a temporary sales facility according to the
Comprehensive Zoning Ordinance No. 480, Section 45.18, as amended:
1) The City Council may grant a specific use permit to increase the
maximum parameters set forth for temporary construction facilities by
Section 34 of this ordinance and may grant a specific use permit to
allow temporary sales facilities subject to the following standards:
(a) Temporary facilities must be at least two hundred (200) feet from
any occupied residence.
(b) Temporary facilities must be skirted on the front and sides.
(c) Temporary facilities must provide foundation landscape planting
consisting of one (1) five-gallon shrub per four (4) linear feet around
skirting (excluding entrances).
(d) Each temporary facility shall have at least two (2) paved parking
places (two (2) deep, tandem parking is not permitted).

(e) Temporary facilities may also be subject to other requirements as
deemed necessary in order to promote public health, safety, welfare
and aesthetics.

HarborChase of South lake,an Assisted Living and Memory Care Community,is
currently underdevelopment on the North side of SH 114 and East Highland drive.
The community has an anticipated Certificate of Cccupancyschad uled for fourth
quarter of 2016.
As part of the pre-marketing/ pre-leasing process Harbor Retirement Communities,
the Operations Management Companyfor the community,opens atem porary
marketi ng center for pros pective res idents and com m u n ity outreac h. The temporary
structu re wi I I be located in the parkingarea adjacent to the bu i Id i ng,vis i ble from East
Highland Drive and SH 114. The purpose of thecenter is to inform prospective
residents about the bu i Id i ng amen ities,the interior fin is hes of the res idential u n its,
the services offered to them as residents,and allows preselection of preferred unit
locations in thecommunity.
The marketingcenterwiII be in place for approxi mately six tosewen months prior to
Certificate Occupancy,lune 2016 through December 2016.
The landscape shown in the rendering is designed to screen the temporary structure
base and screen. This temporary landscape does not replace the approved
landscape plan for the community. The permanent landscape will be installed prior
to Certificate of Occupancy.

RESOLUTION NO. 16-021
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT FOR A
TEMPORARY SALES FACILITY ON PROPERTY DESCRIBED AS LOT
1, BLOCK 1, HARBORCHASE OF SOUTHLAKE, CITY OF
SOUTHLAKE, TARRANT COUNTY, TEXAS; AND LOCATED AT 700
EAST STATE HIGHWAY 114, SOUTHLAKE, TEXAS, MORE FULLY
AND COMPLETELY DESCRIBED IN EXHIBIT "A", AND AS DEPICTED
ON THE APPROVED PLAN ATTACHED HERETO AND
INCORPORATED HEREIN AS EXHIBIT "B" AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for a temporary sales facility has been requested by a
person or corporation having a proprietary interest in the property zoned as "S-P-1" Detailed Site Plan
District; and,
WHEREAS, in accordance with the requirements of Sections 45.1(46) and 45.18 of the City's
Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City Council have
given the requisite notices by publication and otherwise, and have afforded the persons interested and
situated in the affected area and in the vicinity thereof; and,
WHEREAS, the City Council does hereby find and determine that the granting of such Specific
Use Permit is in the best interest of the public health, safety, morals and general welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted to allow a temporary sales facility on property within the City of
Southlake, Texas, located at 700 East State Highway 114, being described as Lot 1, Block 1,
HarborChase of Southlake, an addition to the City of Southlake, Tarrant County, Texas, more fully and
completely described in Exhibit "A", and as depicted on the approved plan attached hereto and
incorporated herein as Exhibit "B" and providing an effective date, subject to the provisions contained in
the comprehensive zoning ordinance and the restrictions set forth herein. The following specific
requirements and special conditions shall be applicable to the granting of this Specific Use Permit:
