Agenda Item No. 1 — Call to Order Vice Chair Smietana called the meeting to order at 6:30
p.m.
Agenda Item No. 2—Approval of the Minutes: Vice Chair Smietana opened the discussion of
the minutes of the Zoning Board of Adjustment meeting held on February 11, 2016.
A motion was made to approve the minutes of the Zoning Board of Adjustment meeting held on

Agenda Item No. 3 — Administrative Comments: Richard Schell, Principal Planner,
announced that the next regularly scheduled ZBA meeting is March 24, 2016 and that Board
member Bonnie Panhoff resigned from the Board.
Agenda Item No. 4 — Consider. ZBA-702, Variance to Ordinance No. 480, Section 11.5(d),
requiring a rear yard setback of not less than forty (40) feet on property described as Lot 9,
Block 1, Cedar Oaks Estates, and addition to the City of Southlake, Tarrant County, Texas and
located at 1795 Sleepy Hollow Trail, Southlake, Texas. Current zoning: "SF-1A° Single Family
Residential District.
Planner Schell presented details of the case to the Board, explaining the request for approval of
a Variance to Ordinance No. 480, Section 11.5(d), requiring a rear yard setback of not less than
forty 40' to allow an approximately 1,220 square foot barn to be located approximately 33' from

the rear property line. Accessory buildings over 500 square feet in the SF-1A zoning district are
required to meet the setback requirements of the principal structure.
There is an approximately 720 square foot accessory building on the property. When summed
with the proposed 1,220 square foot building, the total area proposed is approximately 1,940
square feet. The total area allowed for accessory buildings in the SF-1A district is 3% of the lot
area or 4,000 square feet. The lot area in this case is approximately 68,127 square feet and 3%
of that area is 2,044 square feet, so the sum total of the proposed building and the existing
accessory building meet this requirement.
The barn is proposed to the south of a creek that runs across the property. The driveway and
wooden bridge shown on the plot plan meet the requirements of the Fire Marshal. Planner
Schell then answered questions from the Board.
Vice Chair Smietana opened the public hearing and called upon the applicant or the applicants
representative to make such comments and present evidence as the applicant should desire.
Mike and Jennifer Manning, 1795 Sleepy Hollow Ln., Southlake, TX, the applicants and owners
of the property and Andrew Olert, 214 Ruby St, Keller, TX, the applicant's representative, once
sworn in, presented testimony and were available to answer questions of the Board.
Vice Chair Smietana asked if there were those in the audience who wished to speak in favor of
the request.
There being none, Vice Chair Smietana asked if there were those in the audience who wished
to speak in opposition of the request
There being none, Vice Chair Smietana closed the public hearing and opened the item for
discussion.
A motion was made to approve case ZBA-702.
