Item 6C Site Plan for Public Storage ZA16-016 1 Owner: Joe Wright Applicant: Kimley-Horn and Associates, Inc. Request: Approval of a Site Plan for Public Storage for a three-story, approximately 152,826 square foot self-storage facility containing approximately 1,100 climate controlled mini-warehouse units and 990 square feet of associated office space on approximately 3.061 acres Location: 1750 S.H. 26, described as Lot 1, Block 2, Mustang Business Park ZA16-016  READ SLIDE 2 The Future Land Use designation is Industrial. Warehousing is an identified use in the industrial land use category 3 The current zoning is I-1 Light Industrial District. The use is consistent with the zoning district. 4 Aerial View This is an aerial of the property. The is just over 3 acres in size. The site will be accessed from Mustang Court off of Hwy 26 and southwestern street which runs perpendicular. 5 Site Plan This is the proposed site plan. The proposed miniwarehouse will be 152,826 square feet. The building will be 3 stories with a maximum of 25’ in height. 2 drive accesses. A 8400 sq ft detention pond is proposed to be located in the NE portion of the property. Sidewalks will be provided along Mustang and Southwestern. Due to the grade change along the southern boundary next to the railroad line – a retaining wall will constructed. The maximum height of the retaining wall is 8 feet and the applicant has provided photos of the wall material which will be shown in an upcoming slide. Open space is 35%. The I -1 requires a minimum of 20% open space. Thirty-five (35) parking spaces are required. Four (4) spaces for the office and 31 for the warehouse function. The office is 990 sq ft and is located in the SE corner of the building. Eight loading space areas are required (4 – 10’ x 25’ and 4 – 10’ x 50’). The loading spaces are along the west property boundary. NOTE IF NEEDED: Although the maximum height allowed in the I-1 district shall not exceed two and one half stories or 35 feet, per Zoning Ord. No. 480, as amended, Section 33.5.d, limitations on number of stories shall not apply to buildings used exclusively for storage purposes, provided such buildings do not exceed the height in feet permitted. The proposed building does not exceed 35 feet in height. 6 Site Data Summary Chart 7 Elevations Stucco Brick Brick The building consist of 3 colors of brick – glacier white, driftwood and burnt pumpkin. There are two stucco colors – casa blanca and sand color . The paraphet is a bronze metal and there is a spandrel glass and a clear glass. Spandrel glass is one such option. Unlike vision glass, which is meant to be transparent,spandrel glass is designed to be opaque in order to help hide features between the floors of a building, including vents, wires, slab ends and mechanical equipment. 8 REQUESTED VARIANCES Tree Preservation Ord. No. 585-D requires a site with 0% - 20% of existing tree cover to preserve a minimum of 70% of that cover. The applicant is requesting a variance to preserve approximately 11.4% of existing cover. A 10’ Type ‘D’ bufferyard is required along the southern property line. A variance is requested to allow a reduction in the required number of canopy trees from 30 to 9 due to a retaining wall in the bufferyard area. 9 Tree Conservation Plan Tree Preservation Required – 70% Tree Preservation Proposed – 11.4% (Variance Requested) This is the tree conservation plan. The trees being removed are primarily hackberrys. There is one cedar (14”)’ ; 2 oaks (12” each) and 4 elm trees (6”. 6”, 8” and 10”) being removed. Thirteen trees are being preserved. 6” mesquite’ ; A 8’ oak is being preserved; 8” elm 10 Landscape Plan This is the proposed landscape plan. The ordinance requires a 10 type D along the south property line and 5’ type A along the west boundary. Bufferyards are not requred along southwestern or mustang but the applicant has provided plantings. The plantings shown along the west bufferyard meet the planting requirements; The type D bufferyard requires 30 canopy, 37 accent, and 134 shrubs. Due to the retaining wall the area would not allow the canopy trees to be planted. As such 9 canopy trees will be provided in the western portion of the bufferyard (existing 8” oak and cedar – 3 live oaks will be planted; along 3 Chinese Pstache trees); the number of accent trees will exceed the buffer yard requrement +1 and the nuber of shrubs will exceed the bufferyard requirement + 67. The applicant is also exceeding the interior landscaping ( + 9 canopy and + 46 on shrubs as well as over on ground cover and seasonal color) and parking lot landscaping requirements almost 4x what is required) 11 Retaining Wall Exhibits These exhibits were provided by the applicant to demonstrate the materials for the retaining wall along the south boundary.
