Tarrant County Commissioner Precinct 3 Gary Fickes updated Council on the status of
the State Highway 170/State Highway 114 project and answered Council’s questions.
2A. EXECUTIVE SESSION
Mayor Hill announced that City Council would be going into Executive Session pursuant
to the Texas Government Code, Section 551.071, consultation with city attorney;
Section 551.072, deliberation regarding real property; and Section 551.087, deliberation
regarding economic development negotiations. City Council adjourned for Executive
Session at 6:57 p.m. Executive Session began at 7:04 p.m. and concluded at 7:30 p.m.
2B. RECONVENE
Mayor Hill reconvened the meeting at 7:37 p.m. Mayor Hill asked if any action was
necessary from Executive Session. There was no action necessary as a result of
Executive Session.

Mayor Hill presented a proclamation in recognition of Child Abuse Awareness Month to
Alliance for Children Executive Director Julie Evans.

City Manager Shana Yelverton introduced this next item and asked Assistant to the
Director of Fire Services/Emergency Management Coordinator Ben Williamson and
Environmental Coordinator Christi Upton to come forward to make the presentation to
Council. This presentation addressed Southlake’s Vector Control Annex and our
response efforts to the threats from West Nile Virus and the Zika Virus.

Services Ken Baker presented historical information on Kirkwood Boulevard.
City Attorney E. Allen Taylor informed Council and members of the public that earlier
today, his office received a copy of an application for an appeal to the Zoning Board of
Adjustment to challenge the Director of Planning and Development Services’
interpretation of portions of the Zoning Ordinance as they relate to this case. He
addressed his evaluation of the appeal and his determination that the appeal cannot go
forward as filed. Mr. Taylor prepared a written response to the appeal and mailed it to
the applicant this afternoon and provided a copy to the city staff.

on the three primary design challenges given to GFF Inc. by their client, TD Ameritrade.
1) This site was partially selected for its beauty; 2) This site was important due to
visibility and accessibility from SH 114; and, 3) GFF Inc. needed to create an
architectural expression that was consistent with TD Ameritrade’s culture with a building
that shows restraint and good stewardship.

raised safety concerns.

and the use of Kirkwood Boulevard.

lighting concerns.

approval of the updated landscaping plan and screening provided around the
parking garages presented to Council this evening and noting the applicant’s
willingness to work with lighting engineers to minimize light pollution to nearby
properties;
noting applicant’s agreement to dedicate right of way for ingress/egress off of
SH114 access road if and when approved by TxDOT and noting that plan is
conceptual in nature and may have minor adjustments; and,
