Deputy Fire Chief Wade Carroll answered Council’s questions. Mayor Hill opened the public hearings for both items 6H and 6I and asked for anyone wishing to speak on the items to come forward. There being no one wishing to speak, Mayor Hill closed the public hearings. A motion was made to approve Variance to the Masonry Ordinance No. 557, as amended, for one portable building at Johnson Elementary School subject to Staff Report dated April 11, 2016. TARRANT COUNTY PRECINCT 3 UPDATE Tarrant County Commissioner Precinct 3 Gary Fickes updated Council on the status of the State Highway 170/State Highway 114 project and answered Council’s questions. 2A. EXECUTIVE SESSION Mayor Hill announced that City Council would be going into Executive Session pursuant to the Texas Government Code, Section 551.071, consultation with city attorney; Section 551.072, deliberation regarding real property; and Section 551.087, deliberation regarding economic development negotiations. City Council adjourned for Executive Session at 6:57 p.m. Executive Session began at 7:04 p.m. and concluded at 7:30 p.m. 2B. RECONVENE Mayor Hill reconvened the meeting at 7:37 p.m. Mayor Hill asked if any action was necessary from Executive Session. There was no action necessary as a result of Executive Session. 3A. ALLIANCE FOR CHILDREN - CHILD ABUSE AWARENESS MONTH PROCLAMATION Mayor Hill presented a proclamation in recognition of Child Abuse Awareness Month to Alliance for Children Executive Director Julie Evans. 3A2. TARRANT COUNTY PRECINCT 3 UPDATE Item 3A2 was heard earlier in the meeting. 3B. CITY MANAGER’S REPORT 3B1. UPDATES TO VECTOR CONTROL PROGRAM City Manager Shana Yelverton introduced this next item and asked Assistant to the Director of Fire Services/Emergency Management Coordinator Ben Williamson and Environmental Coordinator Christi Upton to come forward to make the presentation to Council. This presentation addressed Southlake’s Vector Control Annex and our response efforts to the threats from West Nile Virus and the Zika Virus. REGULAR AGENDA: 4. PUBLIC HEARING APPROVED Prior to his presentation on Item 6B, Senior Director of Planning and Development Services Ken Baker presented historical information on Kirkwood Boulevard. City Attorney E. Allen Taylor informed Council and members of the public that earlier today, his office received a copy of an application for an appeal to the Zoning Board of Adjustment to challenge the Director of Planning and Development Services’ interpretation of portions of the Zoning Ordinance as they relate to this case. He addressed his evaluation of the appeal and his determination that the appeal cannot go forward as filed. Mr. Taylor prepared a written response to the appeal and mailed it to the applicant this afternoon and provided a copy to the city staff.
