building. The building is located at 1450 Plaza Place in Southlake Town Square.

Proposed Building Rendering-Front and Rear Elevations
Deep Crimson
Gumball Purple
The applicant is seeking approval for a revised color scheme that reflects the updated Harkins corporate building colors. The colors are shades of grey, deep crimson and gumball purple.
The existing yellow and purple neon accent lights and the existing red Harkins signs will remain on the building. These renderings show the front west elevation and the east rear elevation.

color range as outlined in Section 33.21b of the Zoning Ordinance. The applicant is seeking approval of a variance to allow the deep crimson and gumball purple colors.

Variance Request
The applicant is requesting a variance to Section 33.21b, Supplementary District Regulations of the Zoning Ordinance, as amended, to allow two colors found in the prohibited color range,
Crimson Red and Gumball Purple, to be used in the paint palette. Section 33.21b, Supplementary District Regulations, was approved by City Council under Ordinance 480-JJJJ on March 5,
2013. This section identifies prohibited colors for non-residential buildings. The deep crimson and gumball purple are the colors in the variance request.

Variance Criteria
33.21 BUILDING COLOR STANDARDS FOR NON-RESIDENTIAL BUILDINGS:
a. The use of florescent colors and the use of bright colors on non-residential buildings and structures,
service doors, down spouts, utility boxes and panels, and other similar features shall not be permitted.
b. Prohibited color range: Pantone Matching System Yellow C – Process Blue
C; Yellow 0131 C – Green 0921 C; and, 801 C – 807 C; or any color deemed similar. (as shown in the Appendix)
c. Any non-residential building having a pre-existing prohibited color(s)
prior to the adoption of this ordinance shall be permitted to maintain that same color or similar.
d. Non-residential building colors that are approved as a part of PUD, S-P-1, S-P-2,
TZD or EC regulations shall not be subject to these building color standards.
e. City Council may grant variances to regulations set forth in Sections 33.21.a and 33.21.b. To receive
a variance, the applicant must demonstrate one of the following:
(a) A variance will reduce the impact of the project on surrounding residential properties; or
(b) Compliance
with this ordinance would impair the architectural design or creativity of the project; or
(c) A variance is necessary to assure compatibility with surrounding developed properties;
or
(d) The proposed construction is an addition to an existing project that does not meet the requirements of this ordinance.
