Item 4F Approve Public Art Matching Funds Policy for permanent public and private art projects Item 4F Honorable Mayor and members of the City Council, my name is Cassie Tucker and I’m here to present Item 4F. This item will consider approval of the Public Art Matching Funds Policy for permanent public and private art projects. 1 City Council review and approval of the proposed Public Art Matching Funds Policy. Requested Action Staff is seeking City Council’s approval of the proposed Public Art Matching Funds Policy that will provide a process for considering requests by petitioning individuals, organizations and businesses for Public Art Matching Funds projects.   2 Policy will encourage and promote opportunities for public art by means of matching funds and resources. 2 project types: public art at private developments public art installed on public property Background Information This process will encourage and promote opportunities for public art by means of matching funds and resources. The policy was developed based off of the current Southlake Parks Development Corporation Matching Funds Policy, which was approved by City Council on On March 20, 2012. The SPDC policy has cultivated partnerships between the City, nonprofits, private funders, and community groups. It has aided in the advancement of the 2030 Master Plan and has brought many unique projects to the City of Southlake. The proposed Public Art Matching Funds Policy is anticipated to do the same. Eligible projects include public art at private developments and public art to be installed on public property. The proposed policy and project requirements were developed based off of the 2030 Public Art Master plan, and in partnership with the City’s art consultant, John Kinkade, and the City Attorney. Project requirements include: Artwork must be created by an artist Artwork should be visible to the public, considering urban design context and surrounding sightlines Projects should be in locations where there is a high degree of public visibility and use. Artwork should respond to recommendations in the Southlake Public Art Master Plan Artwork can be integrated into architecture, landscape, or streetscape. Artwork cannot be commercial expression. Indoor artwork does not qualify, unless installed in a public building. If artwork is one of a limited edition set, no other copy may be installed within a 50 mile geographical boundary of the proposed artwork site. 3 Application Process The application process and form mirrors the SPDC Matching Funds Policy, and proposals must be submitted by March 1st. All applications must include an estimated budget, funding, maintenance plan, and a justification for the project. Proposal will be reviewed by the Southlake Arts Council and recommended to the City Council for final approval. 4 Projects at Private Developments City and private party will enter into a contract outlining project schedule, terms, and maintenance. Funding allocated to the individual or organization upon completion of the project Property owner retains title of artwork The management and funding process is different for both projects at private developments, and projects to be installed on public property. For projects at private developments, the City will enter into a contract with the private party outlining the project schedule, terms and maintenance. The contract will be reviewed and approved by City Council concurrent with the Matching Funds Request. Once the project is approved and completed, funding will be allocated. For private projects, the property owner will retain the title of the artwork. 5 Projects on Public Property Parallels SPDC matching funds process For projects that will be installed on public property, the project management parallels the SPDC Matching Funds process. The petitioner will deliver their portion of the matching funds to the City within 6 months of the approved matching funds request. The City will purchase the art, manage the installation and retain the title of the artwork. 6 Requires no additional funding, all funding will be allocated through the budget process and on a project-by-project basis Financial Considerations Approval of the Policy itself presents no financial impact to the City budget.
