Item 6H Department of Planning & Development Services S T A F F R E P O R T April 11, 2016 PROJECT:Variance to the Masonry Ordinance for a portable building at Johnson Elementary EXECUTIVE SUMMARY: Carroll Independent School District is requesting approval of a Variance to Masonry Ordinance No. 557, as amended, for one portable building at Johnson Elementary School on property described as Lot 13R1, F. Throop No. 1511 Addition, an addition to the City of Southlake, Tarrant County, Texas and located at 1301 N. Carroll Ave., Southlake, Texas. Current zoning: “CS” – Community Service District. REQUEST DETAILS: Carroll ISD is requesting approval of a Variance to Masonry Ordinance No. 557, as amended, for one portable building at Johnson Elementary School. This request is associated with a request to the Zoning Board of Adjustment (ZBA) for approval of a Special Exception Use (SEU) for one portable building approximately 24’ x 64’ in size containing two classrooms to be heard at the April 14, 2016 ZBA meeting. The request is for a three (3) year period beginning with the 2016-2017 school year lasting through the 2018-2019 school year. Zoning Ord. 480, Section 44.12.5.c, pertaining to ZBA approval of an SEU for portable buildings, requires that portable buildings have a masonry façade meeting the requirements of the City’s masonry ordinance. Masonry Ordinance No. 557, as amended, requires that all buildings constructed on property zoned O-1, O-2, C-1, C-2, C-3, C-4, B-1, B-2 or CS under the City's Comprehensive Zoning Ordinance shall have all exterior walls constructed using a masonry material covering at least eighty percent (80%) of said walls, exclusive of all windows, doors, roofs, glass construction materials, or sidewalk and walk-way covers. The applicant is requesting a variance to allow light gray metal siding extending from the skirting around the base of the building upward to the roof line. The request letter also mentions a waiver of the permanent foundation requirement. The portable building must be tied down to meet the building codes and satisfy the requirement for a permanent foundation. Approval of the requested Variance is subject to Zoning Board of Adjustment approval of the Special Exception Use for the portable building.
