PROJECT: Specific Use Permit for Southlake Motorcars EXECUTIVE
SUMMARY: PEBL Partnership, Ltd. is requesting approval of a Specific Use Permit for the
Sales and/or Service of Used Automobiles, Trucks, or Motorhomes on property
described as Lot 3, Block A, North Davis Business Park, an addition to the City
of Southlake, Tarrant County, Texas and located at 2100 Greenwood Drive,
Southlake, Texas. Current Zoning: “I-1” Light Industrial District. SPIN
Neighborhood # 10.
REQUEST
DETAILS: PEBL Partnership, Ltd. is requesting approval to allow the sales and/or service
of used automobiles and trucks utilizing approximately 10,900 square feet of a
16,465 square foot existing warehouse building. The proposed use will include
an indoor auto showroom for the sale of pre-owned exotic, high-end
automobiles and trucks and corresponding light office space. No motorhomes
will be sold at this indoor auto showroom. The remaining 5,565 square feet of
the building is currently being leased by Making Music 1st, LLC; which operates
as a music instrument and service business.
The applicant has stated that although “pre-owned/used” is the correct
designation for the type of automobiles that will be housed at this location, most
all of the automobiles are collector-type units that are sold primarily online.
Nearly 85% of all the transactions conducted by Southlake Motorcars are done
via the Internet and shipped out of state or overseas. The proposed use will not
function similar to that of any “used car lot,” but rather a holding facility until the
vehicle is transported. The thirty-five (35) existing parking spaces on this lot will
accommodate the proposed and existing use. The applicant is requesting a 10-
year approval period.
On April 7, 2016, the Planning & Zoning Commission unanimously
recommended approval subject to the staff report and as presented for a period
of three (3) years.

BACKGROUND INFORMATION
OWNER/APPLICANT: PEBL Partnership, Ltd. (owns the entire warehouse)
PROPERTY SITUATION: 2100 Greenwood Dr.
LEGAL DESCRIPTION: Lot 3, Block A, North Davis Business Park Addition
LAND USE CATEGORY: Industrial
CURRENT ZONING: “I-1” Light Industrial District
HISTORY: - On February 4, 1986 the City Council approved a Final Plat for the
North Davis Business Park. At this point in time, the North Davis
Business Park was in the City’s extraterritorial jurisdiction.
- On March 18, 1986 the City Council approved Ordinance No. 324
annexing the North Davis Business Park into the City of Southlake. At
this time, the “LI” Light Industrial zoning was placed on the properties
within the North Davis Business Park and the official zoning map
updated at that time.
- In September of 1986 the City Council approved Zoning Ordinance No.
334 rezoned the property to “I-1” Light Industrial Zoning District.
- On September 19, 1989 the City Council approved Zoning Ordinance
No. 480 and adopted the official zoning map which placed “I-1” Light
Industrial zoning on the property.
- On February 18, 1999 the City Council approved a site plan for Lots 3 &
4, Block A, for two (2) office/warehouse buildings totaling approximately
32,400 square feet. (ZA99-008)
CITIZEN INPUT: A SPIN Forum was held for this project March 8, 2016. A summary
report is included as Attachment ‘D’ of this report.
SOUTHLAKE 2030: Consolidated Future Land Use Plan
The Southlake 2030 Future Land Use Plan designates this property as
Industrial. The Industrial land use designation is defined within
Southlake 2030 as the following:
“Industrial and business service development that is relatively free of
unwanted side effects, such as unsightliness, noise, odor, glare,
vibrations, etc., is permitted in the Industrial category. If meeting the
qualification of relatively free of unwanted side effects, suitable types of
development in the Industrial category can be characterized by the
manufacturing, processing, packaging, assembly, storage, warehousing
and/or distribution of products. Ancillary commercial and retail activities
associated with these uses are permitted. Public Parks / Open Space
and Public / Semi-Public activities as described above may be permitted
if surrounding industrial uses do not pose hazards and are sufficiently
buffered.”

The existing development has access onto Greenwood Drive, a fully
improved local commercial street. Lots 3 & 4 are congruent and each lot
has access onto Greenwood Drive.

boundary of the property.

COMMISSION: April 7, 2016; Approved (4-0) subject to the Staff Report dated April 1,
2016 and as presented for a period of three (3) years.

The applicant mentioned their intentions for moving forward would be to enhance the building,
property, grounds, with a number of aesthetic upgrades
The applicant noted that PEBL partnership has five (5) other properties throughout Texas,
which are maintained to the highest level
The applicant said the tenant is Southlake Motorcars, a highline luxury automotive re-seller
that focuses its business primary in the online sector. Southlake Motorcars bracket of car sales
can be anywhere from $75,000 to $1,000,000 or even a little bit more
The applicant mentioned that nearly 8 out of every 10, almost 9 out of every 10 cars are sold
online and out-of-state so the traffic through Southlake Motorcars at this location would be
very minimal, would really not see a lot of traffic that would come in and out. Most of the sales
and viewings are done by appointment, but that is only 10% of the business.
The applicant said that the intent is to use the facility to house the cars where they are kept out

of high-flow traffic, out of weather, and out of harm’s way.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT TO
ALLOW SALES AND/OR SERVICE OF USED AUTOMOBILES,
TRUCKS AND MOTORHOMES LOCATED ON PROPERTY
DESCRIBED AS LOT 3, BLOCK A, NORTH DAVIS BUSINESS PARK
ADDITION, CITY OF SOUTHLAKE, TARRANT COUNTY, TEXAS;
AND LOCATED AT 2100 GREENWOOD DRIVE, SOUTHLAKE,
TEXAS, MORE FULLY AND COMPLETELY DESCRIBED IN EXHIBIT
“A”, AND AS DEPICTED ON THE APPROVED SITE PLAN
ATTACHED HERETO AND INCORPORATED HEREIN AS EXHIBIT
“B” AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, a Specific Use Permit to allow sales and/or service of used automobiles, trucks
and motorhomes has been requested by a person or corporation having a proprietary interest in the

WHEREAS, in accordance with the requirements of Section 45.22 of the City’s
Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City Council have
given the requisite notices by publication and otherwise, and have afforded the persons interested
and situated in the affected area and in the vicinity thereof; and,
WHEREAS, the City Council does hereby find and determine that the granting of such Specific
Use Permit is in the best interest of the public health, safety, morals and general welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted to allow sales and/or service of used automobiles, trucks
and motorhomes, on property within the City Of Southlake, Texas, located at 2100 Greenwood Drive,
location being described as Lot 3, Block A, North Davis Business Park Addition, an addition to the City
of Southlake, Tarrant County, Texas, more fully and completely described in Exhibit “A”, and as
depicted on the approved Site Plan attached hereto and incorporated herein as Exhibit “B” and

providing an effective date, subject to the provisions contained in the comprehensive zoning
ordinance and the restrictions set forth herein. The following specific requirements and conditions
shall be applicable to the granting of this Specific Use Permit:
