1. CALL TO ORDER
The Work Session was called to order by Mayor Hill at 5:30 p.m.
2. PRESENTATION OF COLORS AND PLEDGE OF ALLEGIANCE
Mayor Hill asked that members of the audience stand for presentation of the colors by
members of the Southlake Fire Department Honor Guard and Pipe and Drum Band.
Mayor Hill led the pledge of allegiance following the presentation.

Ben Weiss gave the invocation. Mayor Hill led the pledge of allegiance to the United

4. HONORS AND RECOGNITIONS
4A. PROCLAMATION FOR THE SOUTHLAKE FIRE DEPARTMENT 50th
ANNIVERSARY
Mayor Hill presented a proclamation in recognition of the City of Southlake Fire
Department 50th Anniversary. Mayor Hill recognized those current members in
attendance at tonight's City Council meeting as well as former volunteer fire department
members, retired fire department members, and spouses. Fire Chief Starr spoke on
behalf of all current and former fire department members and thanked the Council for
this recognition.
4B. HONORING THE SERVICE OF ROBERT H. PRICE, P.E. WITH THE CITY OF
SOUTHLAKE
City Manager Yelverton took a moment to recognize the service of Robert H. Price, P.E.
with the City of Southlake. Mayor Hill and Councilmembers followed with words of
appreciation and praise for Mr. Price.
5. TOWER FEATURE CONCEPT DESIGN AND LOCATION
Senior Director of Planning and Development Services Ken Baker presented this item.
Council discussed the cost of a monument sign versus a tower feature. Council
direction to staff was to proceed with a monument sign at FM 1709 and Gateway Drive.
6. DISCUSS ALL ITEMS ON TONIGHT'S AGENDA. NO ACTION WILL BE
TAKEN AND EACH ITEM WILL BE CONSIDERED DURING THE REGULAR

The Regular Session of the City Council was called to order by Mayor Hill at 6:10 p.m.

Mayor Hill announced that City Council would be going into Executive Session pursuant
to the Texas Government Code, Section 551.071, consultation with city attorney;
Section 551.072, deliberation regarding real property; and Section 551.087, deliberation

regarding economic development negotiations. City Council adjourned for Executive

necessary from Executive Session. There was no action necessary as a result of

Zoning Change and Site Plan for Tower Plaza USPI Medical Office Building subject to
the following:

• Site Plan Review Summary No. 3, dated February 24, 2016;
• Granting the following variance request: Driveway Ordinance - Minimum stacking
for this development is 100 feet. Variance request is to allow a stacking length of
+ 72-feet on the south (Zena Rucker Road) drive and ± 84-feet on the east
(Tower Boulevard) drive;
• Noting the revised site plan and "S-P-1" zoning district regulations located under
Attachment 'C' will be as presented this evening;

Applicants Cindy Chan and Brent Higgingbotham presented this item and answered
Council's questions.
During the discussion, Council agreed they did not want the sign on Florence.
A motion was made to approve SV16-002, Variance to the Sign Ordinance No. 704-H
regulations for Keller Williams subject to:
• Staff Report dated February 23, 2016;
• Denying the original variance request for two land signs with 64 total square feet,
32 square feet per sign face, however, Council is approving one sign with a total
64 square feet, or 32 square feet per sign face, for a period of six months which
