Mayor and members of the City Council, the following item is a request for the approval of a Memorandum of Understanding for the partnership and participation of the Carroll Independent
School District, the Southlake Chamber of Commerce and the City of Southlake for the newly formed student leadership program Southlake Kids Interested in Leadership, or SKIL for short.

BACKGROUND
In the summer of 2015, The City of Southlake, Carroll Independent School District and the Southlake Chamber of Commerce began discussions for forming a youth leadership program that
provided students an opportunity to be valued collaborators and decision-makers through education and experiencing challenges.
The three organizations have since collaborated together
and developed a youth leadership program aimed at preparing students for leadership roles in their future. A group of twenty students from Carroll Senior High School (CSHS) have been
participating since November of last year in this program.

BACKGROUND
The City has been privileged in hosting these students in educational and workshop events every month that challenge them as leaders. We’ve conducted some exercises in municipal budgeting
and land use planning as well as educated them on the safety and security measures in place by our Police and Fire departments. Most recently we’ve learned about our local infrastructure
the importance of it and the service it provides every day to residents and businesses alike.

City’s Primary Role
Administer the SKIL program
Host monthly meetings with SKIL students
Educate and provide experience
Provide opportunity for SKIL to be the decision makers
Collaborate with CISD and Southlake
Chamber on continuous program improvements
The City’s primary role in this partnership is to be the administrator of the program from year to year. As mentioned in the previous slide we will hosting these SKIL students every
month and provide them with opportunities to be decision makers and gain experience in real world leadership decisions.
We will also be responsible to collaborate with our partners
in continuously making improvements to the SKIL program year after year so the ultimate winners are the students of the program.

Purpose
Approve an MOU that provides the following:
Outlines Goals for each participating entity
Establishes Roles for each participating entity
Establishes financial responsibilities for each
participating entity
The purpose of this item is gain approval from the City Council on the memo of understanding so that the goals, the role and the financial commitments made by each organization is defined.

This memorandum meets several items as it relates to our City’s strategy map. The focus area it addresses is Partnerships & Volunteerism and the corporate objectives being met are under
serving our customers as it relates to C5 and C6. Lastly, it meets the City’s current critical business outcome CBO5 on Optimizing resources through collaboration and partnerships to
reduce costs and add service value.

Staff Recommendation
Approve the Memorandum of Understanding (MOU) for the partnership between the Carroll Independent School District, Southlake Chamber of Commerce and the City of Southlake for participation
in the student leadership program Southlake Kids Interested in Leadership (SKIL) as presented.
Staff’s recommendation to City Council is to approve the MOU for this partnership as presented.
