Item 9A CITY OF SOUTHLAI<,-E Department of Planning & Development Services STAFF REPORT March 29, 2016 CASE NO: SV16-001 PROJECT: Sign Variance for Bicycle World EXECUTIVE SUMMARY: MCP Neon and Sign on behalf of Bicycle World is requesting approval of a variance to the Sign Ordinance No. 704, as amended, to allow an additional attached sign to be located on the east fagade of the building and to allow more than two signs per lease space. The sign/building is located at 1201 E. SH114, Suite 160, Southlake, Texas. REQUEST DETAILS: The applicant is requesting a variance to the Sign Ordinance No. 704-H requirements to allow a second attached sign on the east elevation that already has a tenant sign for the business and a variance to exceed the total number of allowable signs for the lease space. The ordinance allows two signs per lease space and the applicant is requesting three signs for the lease space. More specifically, Bicycle World is seeking an additional sign to direct customers to the separate service entrance located approximately 60-feet from the main sales entrance. The applicant states this request is due to bicycles coming into the store for service may be wet or dirty. The service entrance is set up to relieve the slip hazard from the main entrance and for customer safety. Bicycle World currently has 95 linear feet of lease space. The allowable sign area on the east elevation is 66.5 square feet. The existing sign is 55.6 square feet. The proposed sign is 9.36 square feet (14-inches by 8 feet) with 14-inch letters. Both signs will total 64.96 square feet. SH114, Suite 160, Southlake, Texas LEGAL DESCRIPTION: Lot 1 R, Greenway-Carroll Addition CURRENT ZONING: "C-3" General Commercial HISTORY: October 7, 2014; City Council approved a Master Sign Plan for Carroll Pointe for the property noting approval of the variances as proposed with respect to Chuy's restaurant: 1. One attached building sign and one building blade sign on the east elevation; 2. Three signs with two attached building signs (east and west elevations) and one building blade sign (east elevation); 3. An attached sign on the west elevation that shows 26 inches for the "C"; and, 4. A building blade sign that is 52 square feet total / 26 square feet per sign face. Also, noting approval of the Carroll Pointe development monument sign locations and presentation this evening. October 28, 2015; Two fagade sign applications were approved for the Bicycle World lease space under the Master Sign Plan for Carroll Pointe. The east fagade sign was 31.3 square feet (23.9 ft. by 16'/2 inches) with 16 '/2-inch and 12-inch letters. The allowable signage is 52.8 square feet for the west fagade. The east fagade sign was 55.6 square feet (34.1 ft. by 24-inches) with 24-inch and 15-inch letters. The allowable signage is 66.5 square feet for the fagade. Bicycle World has learned from past experiences and locations across Texas that a second service entrance has become a necessary part of their building designs due to the amount of mud, dirt and water that come in a bikes having work done to them. In the past this has been a safety hazard to the customers with only one entrance. By separating the two doors, it has almost eliminated the amount of onsite customer injuries, usually slipping injuries, in other Joactions. Bicycle World is not trying to get more advertising media space but merely trying to place this sign as a directional means far customers whom need service to bring their equipment in the service door not the main entrance. That a literal enforcement of the sign reguJation will create an unnecessary hardship or practical difficulty on the applicant. Business has two entrances into store,ane main entrance and one service entrance. That the situation causing the unnecessary hardship or practical difficulty is unique to the affected property and is not self imposed_ When bicycles come into store to have work done on them,they can be very dirty and wet. The second service entrance is set up to relieve the slip hazard away from main entrance for customer safety_ 3. Tha:the variance will not injure and will be wholly compatible with the use and permitted development of adjacent properties. New service sign will not inflict any harm or hardship to arty other businesses in the adjacent area or center. 4. That the variance will be in harmany with the spirit and purpose of the sign ordinance.
