PROJECT: Site Plan for Trinity Presbyterian Church
EXECUTIVE
SUMMARY: On behalf of Trinity Presbyterian Church, Rachel Peters (Trinity Presbyterian Church)
is requesting approval of a Site Plan a playground shade structure with metal posts
and a fabric shade material over existing playground equipment at Trinity Presbyterian
Church located at 1452 W. Southlake Blvd., Southlake, Texas. The current zoning is
"CS" Community Service District. SPIN Neighborhood #6.
REQUEST
DETAILS: Trinity Presbyterian Church is requesting approval of a Site Plan for Lot 3R, Block 6,
Southridge Lakes Addition, for a playground shade structure with metal posts and a
fabric shade material over existing playground equipment. The applicant has stated in
their project narrative that a private preschool, Trinity Private Preschool, is operated
year-round at this site and that with the church and school activities, the playground is
used almost daily. The applicant noted that there is not currently any shade over the
playground equipment, so the hot summer months pose a risk to the children for heat.
Additionally, the applicant noted that shade structures for playgrounds protect children
from skin cancer risk by blocking up to 98% of the harmful UV rays, offering maximum
protection from the sun.
According to a drawing of the shade structure provided by the applicant, the size of the
structure is 46.6' x 29' x 13'. The support posts are 13' and the overall height is
approximately 18.7' with the structure being approximately 1351 square feet.
VARIANCES
REQUESTED: 1) Exposed Columns: Exposed structural support columns shall be constructed of, or clad in,
the same masonry material as the principal structure. Architecturally significant
columns (e.g. fluted, etc.) may be permitted. The applicant has requested a
variance to the requirement and has proposed metal poles.
2) Roof Design Standards: Flat membrane-type roofs, which are visible, shall be
prohibited. The applicant has requested a variance to this requirement and is
proposing a membrane-type roof on the shade structure.

The Pathways Master Plan shows an existing (< 8') sidewalk segment and an

with frontage on W. Southlake Blvd. The existing sidewalks are consistent with
the Pathways Master Plan.
UTILITIES: Staff has included the following note in the Site Plan Review Summary: There
is a private drainage line that runs north/south in the vicinity of the shade
structure. Locate drainage line and avoid punching shade structure columns
through it.
TREE PRESERVATION: The development as proposed will not affect any existing trees.
PLANNING AND ZONING
COMMISSION: Approved (6-0)subject to the Staff Report dated February 26,2016,specifically
noting the approval of the variances requested and also noting the applicants
willingness and requiring that the color of the poles be changed to black to
match the wrought iron fence around the playground, and also making the
motion subject to the Site Plan Review Summary No. 2, dated February 26,
2016.

RE: 1452 W.Southlake Blvd., Lot 3R, Block 6 of Southridge Lakes Addition
Trinity Presbyterian Church(the"Applicant") has approximately 6 acres located at 1452 W.Southlake
Blvd. in SPIN#6. The Applicant is requesting to place one shade structure with metal posts and a fabric
shade material over existing playground equipment on the east side of the church building. The shade
structure would measure approximately 46.5'X 29'X 12'.
Applicant respectfully submits the following information in support of its request for approval of a site
plan for a playground shade structure.
Variance Requests
The Applicant requests a variance to Zoning Ordinance No.480, Section 43.13(a)(2), prohibiting
membrane-type roofs for structures lying within the residential adjacency overlay district. The
Applicant is proposing a membrane-type roof on the shade structure.
The Applicant also requests a variance to Section 43.5.c.1.(e)within the Corridor Overlay
section of the Zoning Ordinance, requiring that all nonresidential buildings located within 500
feet of the R.O.W. along Farm-to-Market Road 1709 have at least 80%of all exterior walls
constructed of masonry. The Applicant is proposing metal posts to support the shade roof.
Applicant's Reasons for Request
The Applicant operates a year-round preschool, Trinity Private Preschool. With both the
preschool and church activities, the playground is used almost daily. Currently,the playground
has no shade covering, so use of the playground during hotter times of the day, especially
during hot summer months, poses a risk to our children.
Skin cancer is the most common form of cancer in the United States. Over the past 31 years,
more people have had skin cancer than all forms of cancer combined. About 90 percent of skin
cancers are associated with exposure to ultraviolet (UV) radiation from the sun. So sun
exposure and sunburns are the primary causes for skin cancer. Shade structures for
playgrounds protect children from skin cancer risk by blocking up to 98%of the harmful UV
rays,offering maximum protection from the sun.

Another risk to Texas children who play outdoors is the summer heat. The high density
polyethylene shade cloth proposed for Applicant's shade structure is porous and allows heat to
dissipate, reducing temperatures on the playground by as much as 20 degrees. This protects
children from heat exhaustion, dehydration and injuries from hot playground equipment.
A shade structure over the Applicant's playground would provide increased protection for the
children who use the equipment. It also permits children to enjoy more time outdoors enjoying
active, healthy play and promoting exercise.
Specifics about the Shade Structure
The style and design of the proposed shade structure allows for the shade supports to be
placed outside the playground fence, eliminating the risk to children injuring themselves on the
poles. The shade cloth is fire retardant. The shade and pole colors can be selected so they are
unobtrusive and blend into the landscape. Based on input from the Southlake Planning and
Zoning Board,we propose that the poles to be black to match the iron fencing that currently
surrounds our playground with a green shade cloth. These colors are negotiable. This design is
the most cost effective and efficient way to provide shade for the Applicant's playground.
Other designs would be cost prohibitive.
Accordingly,the Applicant requests that the two variances be granted so that the Applicant
may provide children who utilize the church playground with a safer outdoor play environment.
In support of our request,we are submitting a Concept Plan outlining the changes to our
property. These changes will not affect the existing Water, Sewer or Drainage Plans, Grading
Plans,Tree Conservations Plan, Pedestrian Access Plan, Fencing/Entry Feature Concept Plan,
Retention/Detention Area Landscape Concept Plan, Landscape Plan, On-Site Septic System Plan,
or the metes and bounds description of the property.

Zones.
Masonry materials shall mean and include brick, stucco, plaster, cement, concrete tilt wall,stone, rock
or other masonry material of equal characteristics. Stucco and plaster shall only be considered a
masonry material when applied using a 3-step process over diamond metal lath mesh to a 7/8th inch
thickness or by other processes producing comparable cement stucco finish with equal or greater
strength and durability specifications. Synthetic products (e.g., EIFS —exterior insulation and finish
systems, hardi plank, or other materials of similar characteristics) shall not be considered a masonry
material.
Development must comply with all requirements in Zoning Ordinance No. 480, Section 33.21,
Building Color Standards for Non-Residential Buildings.
