Subject: Approve a Memorandum of Understanding (MOU) for the
partnership between the Carroll Independent School District,
Southlake Chamber of Commerce and the City of Southlake for
participation in the student leadership program Southlake Kids
Interested in Leadership (SKIL)
Action
Requested: Approve a Memorandum of Understanding (MOU) for the partnership
between the Carroll Independent School District, Southlake Chamber of
Commerce and the City of Southlake for participation in the student
leadership program Southlake Kids Interested in Leadership (SKIL).
Background
Information: In the summer of 2015, The City of Southlake, Carroll Independent
School District and the Southlake Chamber of Commerce began
discussions for forming a youth leadership program that provided
students an opportunity to be valued collaborators and decision-makers
through educating and experiencing leadership challenges.
The three organizations have since collaborated together and developed
a youth leadership program aimed at preparing students for leadership
roles in their future. A group of twenty students from Carroll Senior High
School (CSHS), as selected by the administration of CSHS, have been
participating since November of 2015 in this program.
Each of the three organizations has defined roles on how they contribute
to the SKIL program. These roles and responsibilities, in addition to the
goals of the program, are defined in the attached MOU.
Financial
Considerations: The approval of this Memorandum of Understanding (MOU) establishes
a commitment of $2,500 by the City of Southlake toward the stipend of
contributing to CISD staff liaison with SKIL. Financial commitments have
been made by the other two parties on funding a SKIL "Leadership Day"
to Austin, TX to visit and tour the State Capitol and State Supreme Court
and also a "Day of Internship" with a local business so the SKIL students
can further their leadership experience.
Strategic Link: This leadership program through this MOU links to the City's strategy
map relative to the focus area of Partnerships. The specific corporate
objectives that are met by this partnership are: C5 Promoting
opportunities for partnerships & volunteer involvement; C6 Enhance the
sense of community by providing excellent customer service and citizen
engagement opportunities.
Legal Review: This memorandum will be reviewed by the City Attorney.
Alternatives: The City Council may approve or deny the agreement.

MEMORANDUM OF UNDERSTANDING
Between Carroll Independent School District (CISD), Southlake
Chamber of Commerce (Chamber), and the City of Southlake,
Texas (City)
This Memorandum of Understanding (the "MOU") is hereby entered into by Carroll
Independent School District, Southlake Chamber of Commerce, and the City of Southlake
(the three organizational entities may hereinafter together be referred to as the
"Organizations" or "Organization") regarding the partnership, participation and
implementation of the student leadership program Southlake Kids Interested in Leadership
(SKIL).
WHEREAS, the goals & objectives and the role of each Organization is shown and
described under Sections 3 and 4 of this MOU, which exhibit is incorporated herein by
reference; and
WHEREAS, the Organizations agree that the SKIL program would benefit the young
citizens of Southlake, by providing education and experiences that will prepare them for
leadership roles in the future; and
WHEREAS, the contributing fund estimate for each Organization is outlined under
Section 4 of this MOU and is subject to available funding for that organizations fiscal year;
and
WHEREAS, the organizations have agreed to continuously work on improving the
program and demonstrate a good faith effort in implementing SKIL activities in; and
WHEREAS, this MOU is subject to the execution by each of the involved
organizations;
NOW, THEREFORE, in consideration of the premises and the mutual agreements
and agreements of the Organizations, it is agreed as follows:
SECTION 1.
REAFFIRMATION OF THE PREMISES
The above-stated premises are agreed to be true and correct and are incorporated
into the body of this MOU by reference as if copied in their entirety.
SECTION 2.
AUTHORITY FOR AGREEMENT
The Organizations represent and confirm that the signatories to this Agreement have
been duly authorized to fully bind the respective party to the Agreement, except as otherwise
provided for herein.
SECTION 3.
PROGRAM GOALS & OBJECTIVES
Goal 1: Youth Share Leadership
• Youth have opportunities on both the local and regional levels to share leadership and
participate fully in decisions that affect them.
• Youth engagement in civic activities, such as service learning, input and consultation,
and shared leadership, while prevalent in Southlake, continues to increase.
Goals 2: Participation by Youth Improves Civic Participation by Local Adults
• Youth who participate in policymaking become role models for adults. By including
youth, you encourage other segments of the community — including relatives and
neighbors — to get interested and active.
Goal 3: Youth Engaged in Community Issues
• Participants will serve as a type of focus group on community issues
• Participants will convene as needed when issues are identified
• Participation will strengthen public knowledge of current and proposed policies,
programs, community issues, etc. When any citizens, including youth, are involved in
setting new policies or providing feedback on community issues, the likelihood
increases that the general public will be more educated about those policies. The
more open and inclusive the process, the more trust people will have in the outcomes.
• There will be a clear connection made between the feedback given on any topic and
how the ideas generated will be used
Goal 4: Youth Engaged with the City of Southlake
• Participants are educated about how local government works, both operationally as
well as from a policy-making perspective.
• Participants become lifelong civic leaders. Youth who have a foundation in civic
engagement are much more likely to be responsible voters, local leaders, and future
policymakers.
Goal 5: Youth Engaged with Local Business Community
• Participants are knowledgeable about businesses and services in their community.
• Participants have the opportunity to engage directly with businesses that are
connected to their areas of interest.
• Participants are connected with the Chamber of Commerce and understand their role
in the Southlake business community.
Goal 6: Youth Engaged with Carroll Independent School District
• Participants will improve leadership skills and civic awareness of local, county and
state government processes.
• Participants will have opportunities
Goal 7: Youth Engaged with Representatives in Public Office and Other Local Officials
• Participants will meet regularly with City and CISD leadership.
• Participants will be educated about the state legislative process and have
opportunities to observe and participate in portions of the proceedings
Goal 8: Participation is Meaningful and Beneficial to all Participants
• Participation translates into concrete results. Input needs to have clear connections to
the evaluation and decision-making process, and those connections should be
explained before, during, and after the process.
• Participation may translate into community service hours through CISD. This
component is key to incentivizing participation.
• Participants are publicly recognized for their work. Awards programs or annual
recognition ceremonies for participants reinforce the message that youth involvement
in civic life is valued.
• A scholarship fund for SKIL participants will be established. This element will be
managed by the Southlake Chamber of Commerce.
SECTION 4.
ORGANIZATIONAL ROLES
City of Southlake
A. Role: The City of Southlake will serve as administrator of the program much in the
way that staff works with other City appointed boards and commissions. Additionally,
the Community Engagement Committee will work closely with staff and the Chamber
of Commerce to provide recommendations on how to fulfill their goal of improving
engagement between the City, residents and the business community.
B. City of Southlake engaging with SKIL
i. The City will be host to the SKIL students once a once a month during the
academic year and provide a program for them to learn and experience a
variety of City functions, services and challenges faces local leaders.
ii. Students would meet with City of Southlake Leadership and participate in city
problem-solving providing a voice.
iii. The City will contribute funds in the amount of $2,500 towards the CISD -
Carroll Senior High School Staff (teacher) Liaison to assist with funding the
extracurricular work involved.
iv. The City would be responsible for holding an annual awards ceremony
recognizing the students work in the program.

Carroll Independent School District
A. Role: CISD will serve as the point of contact for the SKIL students in coordinating
meeting times and dates with the City and the Chamber and prepare the planning and
annual trip for the SKIL Leadership Day.
B. CISD engaging with SKIL:
i. The CISD Superintendent and Cabinet members will host four (4) meetings
during the school year. Discussion focus will include leadership development,
civic awareness of local, county, and state governmental processes.
ii. Student may complete a capstone service project which will provide recognition
for students' college applications and resumes.

Southlake Chamber of Commerce
A. Role: The Southlake Chamber of Commerce will coordinate engagement opportunities
between program participants and the business community. The Chamber will also be
responsible for planning and programming the "Day of Internship" and establish a
scholarship program and make award(s) at the annual June banquet (provided that
funds are available).
B. Southlake Chamber of Commerce engaging with SKIL:
i. Annually SKIL students will participate, with the Chamber of Commerce, for a
"Day of Internship" where SKIL students would submit up to three (3) career
choices of interests to the Southlake Chamber of Commerce. A student would
then be partnered with a Chamber member to experience their area of career
interested at the actual place of work.
ii. Chamber members hosting each student would provide information related to
this career of interest and provide answers to all questions.
iii. The host chamber members would provide lunch to the student intern.
iv. All SKIL students would return to debrief with the Chamber of Commerce
Leadership and their career hosts for the day.

SECTION 5.
MISCELLANEOUS
A. Each Organization shall be responsible for providing adequate funds to cover their
committed participation at such a time as the funds are needed for the program event.
B. The Organizations, or their representatives, will meet periodically as mutually agreed
upon to coordinate the implementation of the SKIL program.
C. It is specifically understood and agreed that the relationship described in this MOU is
contractual in nature and is not to be construed to create a partnership or joint venture
or agency relationship between the organizations. Nor shall either party be liable for
any debts or liabilities incurred by the other party for operations or activities not
contemplated by this MOU.
D. In the event any one or more of the provisions contained in this MOU shall for any
reason be held to be invalid, illegal or unenforceable in any respect, such invalidity,
illegality or unenforceability shall not affect any other provision(s) hereof, and this MOU
shall be revised so as to cure such invalid, illegal or unenforceable provision(s) to carry
out as near as possible the original intent of the organizations.
