PROJECT: Variance to Plat Expiration for Woodland Heights Plat Revision
EXECUTIVE
SUMMARY: On behalf of Southlake Professional Park, LLC, JDJR Engineers and Consultants, Inc.
is requesting approval of a Variance to Subdivision Ordinance No.483,Section 4.01(1),
as amended, regarding plat expiration, requesting to extend the validity of case ZA14-
154, Plat Revision for Lots 25R-1A, 25R-1 B and 25R-1 C, Block 1, Woodland Heights
Addition on property described as Lot 25R-1, Block 1, Woodland Heights Addition, an
addition to the City of Southlake, Tarrant County, Texas and located at 1901 E.
Southlake Blvd., Southlake, Texas. Current Zoning: "S-P-1" Detailed Site Plan
District. SPIN Neighborhood # 8.
REQUEST
DETAILS: The applicant is requesting approval of a variance to the Subdivision Ordinance No.
483, Section 4.01(1) (Plat Expiration), as amended, and is requesting that the validity of
Case No. ZA14-154, Plat Revision for Lots 25R-1A, 25R-1B and 25R-1C, Block 1,
Woodland Heights Addition, be extended for a period of six(6) months from the date of
variance approval.
Section 4.01(1) states that a Plat Revision which has not been recorded in the County
Plat Records within one year of the date of approval shall expire. The Plat Revision
was approved by the City Council on February 17, 2015. Plat Revisions for
subdivisions requiring the installation of public utilities are typically not recorded until
these improvements have been installed and are ready to be accepted by the City.
This ensures that easements are correctly shown based on as-built conditions and
also ensures that all the new lots of record are properly served by utilities. The Plat
Revision for this development has not been recorded due to the length of time that was
required to construct the utilities. The utilities have been accepted by the City and the
plat is ready to file pending approval of a variance to the plat expiration.
The expiration date of the plat was February 17, 2016. If the variance is approved, the
validity of the plat will be extended for a period of six (6) months from the date of
variance approval on April 5, 2016 to October 5, 2016.

BACKGROUND INFORMATION

LEGAL DESCRIPTION: Lot 25R1, Block 1, Woodland Heights Addition
LAND USE CATEGORY: Office Commercial
CURRENT ZONING: "S-P-1" Detailed Site Plan District
HISTORY: - A zoning change for the northern portion of Lot 25, Block 1 was approved by
City Council March 27, 1990, for C-1 Neighborhood Commercial District(ZA90-
003).
-A plat revision for Lots 25R1 and 25R2, Block 1, Woodland Heights Addition
was approved by City Council September 21, 1993 (ZA93-068);
- A site plan was approved December 16, 1997 for two two-story buildings
having approximately 9,900 square feet of floor area each (ZA97-149).
- A Zoning Change and Site Plan for Southlake Professional Park from "C-1"
Neighborhood Commercial District to "S-P-1" Detailed Site Plan District that
includes three (3) general medical office buildings totaling approximately
17,922 square feet was approved by City Council on August 19, 2014.
- A Plat Revision for Lots 25R-1A, 25R-1B and 25R-1C, Block 1, Woodland
Heights Addition was approved by City Council February 17, 2015 (ZA15-154);
STAFF COMMENTS: Because of the limited nature of this request, no review comments were
prepared for this item.
