EXECUTIVE
SUMMARY:
On behalf of Granite Properties, Inc., Ridgemont Commercial is requesting approval of
a Specific Use Permit to allow a Temporary Construction Facility on property located at
1420 Division St., 1301 & 1501 E. SH 114, and 245 N. Carroll Ave., Southlake, Texas.
The current zoning is “DT” Downtown District. SPIN Neighborhood #8.
REQUEST
DETAILS:
On June 16, 2015 City Council approved a Site Plan for Lot 1, Block 16 of
Southlake Town Square for Granite Place. Ridgemont has broken ground on their
six (6) story office building and four (4) story parking garage and is requesting a
Specific Use Permit for an additional Temporary Construction Facility at the Granite
Place Southlake project site. Section 34 – Accessory Uses of Zoning Ordinance No.
480, as amended, permits one temporary construction facility by a developer not to
exceed 2,000 square feet during actual construction. Ridgemont currently has one
14’ x 60’ (840 square foot) temporary construction facility north of Division Street.
The proposed additional 14’ x 60’ (840 square foot) temporary construction facility
is located north of the existing construction trailer. The applicant has stated that the
trailer will be added once the construction of Division Street is completed and
Ridgemont takes over Reserve Street to complete the work set forth.

HISTORY:
On January 7, 1997 the City Council approved a Zoning Change and Concept
Plan under Planning Case ZA96-145 for Southlake Town Square.
On August 19, 1997 the City Council approved a Development Plan under
Planning Case ZA97-099 for Southlake Town Square.
On March 4, 2003 the City Council approved a Zoning Change from “NR-PUD”
to “DT” under Planning Case ZA02-104 for Southlake Town Square.
On October 5, 2004 the City Council approved a Revised Preliminary Plat
under Planning Case ZA04-070 for Blocks 3R2, 4R1, 12-14, 17 & 18, of
Southlake Town Square.
On October 5, 2004 the City Council approved a Site Plan under Planning
Case ZA04-067 for Southlake Town Square Grand Avenue District. A portion of
this development is within the existing parking lot approved under this case.
On February 7, 2006 the City Council approved a Plat Revision under Planning
Case ZA06-004 for Blocks 3R2, 4R1, 12-14, 17 & 18, Southlake Town Square.
On July 17, 2007 the City Council approved a Zoning Change and Concept
Plan under Planning Case ZA07-050 for Southlake Town Square.
On June 16, 2015 the City Council approved a Concept/Development Plan
under Planning Case ZA15-035 for a multi-phased development within
Southlake Town Square consisting of multi-story office buildings, parking
garages, and restaurant pad sites on approximately 5.8 acres located at 1420
Division Street, 1301 & 1501 E. State Hwy. 114 and 245 N. Carroll Avenue.
On June 16, 2015 the City Council approved a Site Plan under Planning Case
ZA15-036 for a six (6) story office building and a four (4) story parking garage
structure on approximately 2.36 acres located at 1420 Division Street, 1301 &
1501 E. State Hwy. 114 and 245 N. Carroll Avenue.

2. 45.18 SPECIFIC REGULATIONS FOR TEMPORARY CONSTRUCTION AND/OR SALES
FACILITIES (As amended by Ordinance 480-IIII)
1) The City Council may grant a specific use permit to increase the maximum parameters set forth
for temporary construction facilities by Section 34 of this ordinance and may grant a specific use
permit to allow temporary sales facilities subject to the following standards:
(a) Temporary facilities must be at least two hundred (200) feet from any occupied residence.
(b) Temporary facilities must be skirted on the front and sides.
(c) Temporary facilities must provide foundation landscape planting consisting of one (1) five-
gallon shrub per four (4) linear feet around skirting (excluding entrances).
(d) Each temporary facility shall have at least two (2) paved parking places (two (2) deep,
tandem parking is not permitted).
(e) Temporary facilities may also be subject to other requirements as deemed necessary in
order to promote public health, safety, welfare and aesthetics.
3. Please provide a narrative clarifying the length of time requested for the Specific Use Permit.
Confirm in the narrative that you are able to meet the requirements listed in Section 45.18 of
Zoning Ordinance No. 480, as amended. If these requirements cannot be met, the applicant will
need to request variances.
4. There is currently an existing temporary construction facility at this location – provide additional
information about the proposed trailer such as whether it is to be the same as the existing trailer.
Provide additional exhibits that illustrate the request.
