EXECUTIVE
SUMMARY:
Sonny James is requesting approval of a Final Plat for Lot 1 Block 1, E.C.
White Addition on property described as Tract 11E of the Thomas Easter
Survey, Abstract No. 474, Southlake, Tarrant County, Texas located at 2450
Crooked Lane. Current Zoning: “SF-1A” Single Family Residential District. SPIN
Neighborhood #8.
DETAILS
: Sonny James is requesting approval of a Final Plat for Lot 1, Block 1,
E.C. White Addition. The purpose of this request is to plat an
approximately 3 acres lot that is currently zoned “SF-1A”. A zoning a
change for the area shown as Lot 1 and preliminary plat in this same
configuration was approved in September of 1994. No final plat was ever
filed so the preliminary plat expired. The property filed a new application
for a preliminary plat under case ZA15-132 which was approved by City
Council on January 19, 2016. The proposed Final Plat is consistent with
the approved Preliminary Plat (ZA15-132).

HISTORY:
The “AG” Agricultural District zoning designation zoning designation was
placed on the property (proposed Lot 2) with the adoption of Zoning
Ordinance No. 480 and the official zoning map, September 19, 1989.
A Preliminary Plat for Lots 1 & 2, Block 1 E.C. White Addition was
approved by City Council September 6, 1994 and a change of zoning
from “AG” to “SF-1A” was approved for approximately 3 acres (Lot 1)
September 20, 1994.
January 19, 2016; City Council approved (7-0) the preliminary plat on
the consent agenda (ZA15-132).
SOUTHLAKE 2030
PLAN:
The underlying land use designation is Low Density Residential. The
current “SF-1A” Single Family Residential District zoning is consistent
with this land use designation.
PATHWAYS
MASTER PLAN:
A four (4) foot wide sidewalk is required along the residential streets and
will be required to be constructed when the lot is developed.
TREE PRESERVATION:
The percentage of existing tree coverage on Lot 1 is approximately
56%. No construction or disturbance is planned on this lot at this time.
Any future development will comply with the Tree Conservation Plan/
Analysis and will be submitted to the City at that time. Any future platting
and development of this lot will comply with the Tree Preservation
Ordinance No. 585-D.
UTILITIES:Water
The site has access to an existing 6-inch water line along the west side
of Crooked Lane.
Sewer
There is not sewer within proximity to Lot 1.

TRANSPORTATION
ASSESSMENT: Area Road Network and Conditions
The property is located on Crooked Lane, a local residential street with
approximately fifty (50) feet of right-of-way. The project did not warrant a
Traffic Impact Analysis.

Land/park dedication requirements:
Residential developments must provide dedicated parks and/or open space at a ratio of one (1) acre
of park land for every forty (40) dwelling units.
One residential lot is being platted and must be assessed a park fee. If fee payment is approved by
City Council in lieu of land dedication, residential park dedication fees in the amount of $3000 per
dwelling unit x 1 new dwelling units= $3,000.00 will be required. Fees will be collected with the the
residential building permit.

project prior to the Planning and Zoning Commission meeting.
