2016-02-09 CITY SOUOFTH LAKE TEXAS CITY COUNCIL WINTER WORKSHOP: FEBRUARY 9, 2016 LOCATION: The Marq Southlake 285 Shady Oaks Drive Southlake, Texas 76092 CITY COUNCIL PRESENT: Mayor Laura Hill, Mayor Pro Tem Randy Williamson, Deputy Mayor Pro Tem Brandon Bledsoe, and Councilmembers Gary Fawks, John Huffman, Shawn McCaskill, and Shahid Shafi. CITY COUNCIL ABSENT: None. COMMUNITY ENHANCEMENT AND DEVELOPMENT CORPORATION BOARD OF DIRECTORS PRESENT: John Terrell and Jeff Wang. STAFF PRESENT: City Manager Shana Yelverton, Assistant City Manager Ben Thatcher, Assistant City Manager Alison Ortowski, Deputy Director of Communications Pilar Schank, Chief Financial Officer Sharen Jackson, Deputy Director of Finance Sharon Guess, Director of Economic Development and Tourism Shannon Hamons, Director of Community Services Chris Tribble, Police Chief James Brandon, Fire Chief Mike Starr, Deputy Fire Chief/Fire Marshal Kelly Clements, Director of Human Resources Stacey Black, Director of Information Technology Greg Hendricks, Senior Director of Planning and Development Services Ken Baker, Director of Public Works Bob Price, City Attorney E. Allen Taylor, and City Secretary Lori Payne. WORK SESSION: 1. CALL TO ORDER The Winter Workshop was called to order by Mayor Laura Hill at 5:32 p.m. 2A. EXECUTIVE SESSION Mayor Hill announced that City Council would be going into Executive Session pursuant to the Texas Government Code, Section 551.071, consultation with city attorney and Section 551.072, deliberation regarding real property. City Council adjourned for Executive Session at 5:32 p.m. Executive Session began at 5:45 p.m. and concluded at 6:33 p.m. 2B. RECONVENE CITY COUNCIL WINTER WORKSHOP MEETING MINUTES, FEBRUARY 9, 2016 Page 1 of 3 Mayor Hill reconvened the meeting at 6:38 p.m. Mayor Hill asked if any action was necessary from Executive Session. There was no action necessary as a result of Executive Session. City Manager Shana Yelverton made opening comments and presented the order of events for the workshop. 3. DISCUSSION: REVIEW THE 2015 CITIZEN SATISFACTION SURVEY RESULTS Assistant to the City Manager Daniel Cortez presented the results of the 2015 Citizen Satisfaction Survey to the Council and answered questions. Felicia Rogers and Julie Trujillo, consultants with Decision Analyst, Inc., answered Council's questions regarding the research structure, the survey participants, and question formats and methodology. 4. DISCUSSION: REVIEW THE 2015 EMPLOYEE ENGAGEMENT SURVEY RESULTS Director of Human Resources Stacey Black presented the results of the 2015 Employee Engagement Survey to the Council and answered questions. Director Black provided Council with an overview of the survey, Southlake's results, and information about how employee engagement improves business performance. 5. DISCUSSION: DEFINE THE ROLE OF THE COMMUNITY ENHANCEMENT & DEVELOPMENT CORPORATION BOARD OF DIRECTORS Assistant City Managers Ben Thatcher and Alison Ortowski presented this item to the Council and answered questions. The primary goal of the discussion was to clearly define the responsibilities of the board. Mayor Hill called for a break at 8:29 p.m. and reconvened the meeting at 8:43 p.m. 6. REVIEW THE STRATEGIC FOCUS FOR FY 2016 City Manager Shana Yelverton presented the results of the Council's recent ranking of Critical Business Outcomes focusing primarily on the top five, most urgent and important, short-term outcomes. 7. FOCUS AREAS: SPECIAL TOPIC DISCUSSION • MOBILITY—VEHICULAR AND MOBILITY • INFRASTRUCTURE • QUALITY DEVELOPMENT • VOLUNTEERISM • PARTNERSHIPS CITY COUNCIL WINTER WORKSHOP MEETING MINUTES, FEBRUARY 9, 2016 Page 2 of 3 • HIGH PERFORMANCE MANAGEMENT • SAFETY& SECURITY • CITY VALUES City Manager Shana Yelverton informed Council this agenda item allows the opportunity to discuss topics in the City's focus areas. Staff responded to Council's questions on the following: accessibility of City information on mobile devices, possible joint meeting with the Carroll Independent School District School Board, and City land ownership and purchases. 8. ADJOURN MEETING Mayor Hill adjourned the meeting at 9:27 p.m. *An audio recording of this meeting will be permanently retained in the City Secretary's Office.
