It will be held on Saturday, April 16, 2016 from approximately 4-8 p.m. The event will begin with a ribbon -cutting with the Mayor, city council team, Park Village's team and other VIPs from Park Village's tenants. The ceremony will conclude with a post -ceremony mix & mingle celebration on RA Sushi's patio. Next, will be the 'Sip & Shop' portion of the event; only 250 VIP $20 tickets for this part of the event will be available. Tickets will be available for purchase online through Park Vil-lage's Facebook page. Attendees will check-in and receive a commemorative pint glass & punch card which entitles them to 3 drinks at participating restaurants; stores will have activities, giveaways. All ticket sales will benefit the Mayor's charity recommendation, Miracle League of Southlake. The event will wrap up with a live public concert. For crowd -control purposes, a ticket will be required to attend the concert. A limited number of free tickets for the concert will be available in advance online through Park Village's Facebook page. Park Village Grand Opening Event Description Park Village's grand opening event is called Sip, Shop & Rock Saturday, April 16, 2016 from approximately 4-8 p.m. Schedule • 4 p.m.: Fountain Ribbon Cutting with the Mayor, city council team, Park Village team and Park Village tenant VIPs • Post -ceremony celebration at RA Sushi/Taverna Rossa patio • 5-7 p.m.: Customers who have a VIP ticket* will check in and receive a punch card which entitles them to food b drink samples, activities and giveaways inside restaurants/retailers • 250 tickets will be made available for tenants to use for employees and/or VIP customers • Ticket sales will benefit Miracle League of Southlake • 7-8 p.m.: Public live concert with Gin Blossoms limited to 2500 free tickets • A ticket will be required for attendance; a limited number of free tickets will be available in advance to claim online • 500 tickets/wristbands will be made available to tenants for use for employees and/or VIP customers ZA16-009 Park Village Specific Use Permit Please submit additional information by noon on Monday, February 8, 2016: 1. Provide a site plan for Park Village that shows the buildings, sidewalks, drives, fire lanes, landscaping, and parking. See attached site map 2. On the site plan, indicate the areas for the event staging, fencing, restrooms, signage, and any other pertinent information. See attached site map 3. No fencing will be allowed in the designated fire lanes (in the overflow area). See move -able barriers on attached site map. 4. Indicate the number of parking spaces that will be used for the event area and how many parking spaces will be available for the event. See attached site map. Two over -flow parking options are being considered: Old Union Elementary or Carroll High School on White Chapel. See site map for shuttle traffic flow. 5. Any handicap spaces taken out of use for the event will need to be placed in a designat-ed parking area. Locate this area on the site plan. No handicap spots will be taken out of use for the event. 6. Indicate the estimated crowd size. Approximately 2500-3000 people 7. A noise ordinance permit will be required through the Southlake Department of Public Safety. See attached application 8. Provide a traffic control study plan to the Department of Public Safety. This will be re-quired for the event. See attached traffic control study. 9. Any request to utilize the Southlake Police and Fire Department staff for the event will require off-duty staff and fees will be required based on the number of staff. Police Ser -vices will have four police officers for the interior of the event and seven exterior officers for traffic control. Fire Services will have two Paramedics on site. 10. Provide photographs of the event area and any other areas used for the event. See at-tached document 11. Provide information and drawings of the signs for the event. Include sizes, quantities and locations on the site plan. 5 perimeter signs around the shopping center, 4 banners and 3 directional (24" x 36", staked) signs 12. Will an event tent be required for the event? Large event tents will require a tent permit from the Building Inspections Department. There will not be a tent larger than 10x10. City of Southlake Department of Public Safety Park Village Traffic Plan Event: Park Village Grand Opening Event is called Sip, Shop and Rock. The Ribbon Cutting will be conducted at 1600 hours then followed by a public live concert at 1900 hours. • Estimated attendance: 2500-3000 • Traffic Direction/Control • Inbound and Outbound Police personnel will control traffic movement and assist with the flow of pedestrian traffic at the following location: Southlake Blvd (a Tower Blvd S. Carroll Ave (a Private drive (Lukes Locker) S. Carroll Ave (a Zena Rucker Rd Tower Blvd (a Private drive (behind REI) Zena Rucker Rd @. Private drive (behind Lukes Locker) • Emergency personnel: Police Services will require four police officers for the interior of the event, and seven exterior for traffic control Fire Services will require two Paramedics • Hours: 1500-2030 hours City of Southlake Department of Public Safety Park Village Traffic Plan Police Department: The Southlake Department of Public Safety, Police Services Division is primarily responsible for all security and traffic control for this event. A total of 11 officers will be stationed at designated locations (interior and exterior) to provide assistance with traffic flow and respond to any police emergency on site. Fire Department: On-site medical services will be provided by personnel from SDPS Fire Services. A total of two Paramedics will patrol the event grounds to provide on-site medical assistance. Should a patient require transport to a hospital facility, paramedics working the event will coordinate with the on -duty Fire Departments medical personnel for a patient pick-up area. Event Parking The event parking will be in the designated areas that will be clearly marked for shuttle drop off and personal vehicles. There are several charter buses scheduled to drop off in a designated area. The attached map will provide details for those areas of parking. Additional directional signage will be set up at strategic locations throughout Park Village Excel Trust, Hutson Studio, Inc. and the stage crew are all insured Park Village Grand Opening Event Description Crowd control/safety plan • Mission Control Center: Will be in centralized location (in vacant tenant space) adjacent to the concert stage • Will serve as staging area for all event staff, security, and safety personnel • Hutson Creative on-site event staff will be main points of contact • Occupancy: 2500 - 3000 • Parking spaces: 760 parking spaces will be available on-site • Cones and fencing will section off unavailable parking spaces • Overflow parking with complimentary shuttle service will be available at CISD Dragon Stadium b Old Union Elementary. • EMT/Police/Security: Police Services will have 4 police officers for the interior of the event and 7 exterior officers for traffic control. Fire Services will have 2 Paramedics on site. • Fencing: Will section off pedestrian -only area for walkable access to concert & VIP areas and access to many participating restaurants/stores Park Village Grand Opening Event Description Other considerations • Restrooms: Will have 3 locations for "trailer style" multi -stall restrooms • Trash: Trash cans & liners will be set up at strategic locations throughout Park Village • Tables & seating: Limited tables & seating for ribbon cutting ceremony, event check-in • Golf carts: For event staff and safety personnel to move throughout Park Village efficiently; will be stationed at Mission Control Center • Stage set-up: Will be built, taken down and overseen by Gin Blossoms crew • Size is approx. 40x24 feet
