I would like to start off by just providing City Council some background on the identity monumentation plan. This plan was developed by the Wayfinding Committee back in 2013. The
Committee was made up of three City Council Members – Bledsoe, Muller and Morris. The plan provided design concepts both for iconic tower tower features and entry portal signage. The
goals of the plan in terms of form and function are illustrated on this slide and include:
One of the locations selected for the iconic tower feature was the Town Square area and it was believed that a tower in the right location in this environment could create a great public
space and meet the goals of the monumentation plan in terms of function and design. It was also believed that in the right location in Town Square a great place could be created that
could further enhance Southlake’s identity and create a truely thriving civic place.
Towers commonly serve as focal points for great civic places. One unified goals of all the City Council’s at least since I have been here is that we want the City of Southlake to be
a great Community that has long term economic viability and health, sustainability, and attrcativeness. And Council consistently demonstrates that through the years through quality
of development and design, attention to the urban fabric, the quality of parks and open space and the creation of great civic spaces are just another element that makes great Cities
great. Without great public places, there would be no great cities. Civic places are an extension of the community and when they work well, they serve as a stage for our public lives.
If they function in their true civic role, they can be the settings where celebrations are held, where social exchanges take place, where friends run into each other, and where cultures
mix as well as provide the opportunity for people to relax and enjoy themselves, add up to greater community livability. Public spaces that are great places have many real and measurable
economic benefits. For example, they can contribute significantly to the land values in a city, help vitalize and sustain downtown areas (which Town Square is our downtown).

The next strategic focus area we would like to discuss is Quality Development.

For 2016 we are proposing to implement one of the recommendations from the Southlake 2030 Major Corridors & Urban Design Plan, as well as the Wayfinding Sign System Plan. Funding is
requested for the construction of an iconic entry tower located in the vicinity of McPherson Park and 114 in Town Square. This tower will also be illuminated.
The funding source for this investment comes from the General Fund CIP , totaling $400,000 in cash funding
