Item 6I CITY OF S0UTHLA1<,.,E Department of Planning & Development Services STAFF REPORT February 23, 2016 CASE NO: ZA16-010 PROJECT: Specific Use Permit for a Temporary Construction Facility for Granite Place EXECUTIVE SUMMARY: On behalf of Granite Properties, Inc., Ridgemont Commercial is requesting approval of a Specific Use Permit to allow a Temporary Construction Facility on property located at 1420 Division St., 1301 & 1501 E. SH 114, and 245 N. Carroll Ave., Southlake, Texas. The current zoning is "DT" Downtown District. SPIN Neighborhood #8. REQUEST DETAILS: On June 16, 2015 City Council approved a Site Plan for Lot 1, Block 16 of Southlake Town Square for Granite Place. Ridgemont has broken ground on their six (6) story office building and four (4) story parking garage and is requesting a Specific Use Permit for an additional Temporary Construction Facility at the Granite Place Southlake project site. Section 34 —Accessory Uses of Zoning Ordinance No. 480, as amended, permits one temporary construction facility by a developer not to exceed 2,000 square feet during actual construction. Ridgemont currently has one 14' x 60' (840 square foot) temporary construction facility north of Division Street. The proposed additional 14' x 60' (840 square foot) temporary construction facility is located north of the existing construction trailer. The applicant has stated that the trailer will be added in the location shown on the site plan once the construction of Division Street is completed and Ridgemont takes over Reserve Street to complete the work set forth. The motion from the Planning & Zoning Commission recommending approval for this item included language noting the SUP is extended through 30 days following the issuance of a certificate of occupancy. VARIANCE REQUEST: The applicant has requested a variance to the following regulation within Section 45.18 (Specific Regulations for Temporary Construction and/or Sales Facilities): 1) (c) Temporary facilities must provide foundation landscape planting consisting of one (1) five-gallon shrub per four(4) linear feet around skirting (excluding entrances). (b) Temporary facilities must be skirted on the front and sides. (c) Temporary facilities must provide foundation landscape planting consisting of one (1) five- gallon shrub per four (4) linear feet around skirting (excluding entrances). The applicant has requested a variance to not meet this regulation. (d) Each temporary facility shall have at least two (2) paved parking places (two (2) deep, tandem parking is not permitted). (e) Temporary facilities may also be subject to other requirements as deemed necessary in order to promote public health, safety, welfare and aesthetics. 3. There is currently an existing temporary construction facility at this location — provide additional information about the proposed trailer such as whether it is to be the same as the existing trailer.
