Item 6E 13 CITY OF SOUTHLAI<,-E Department of Planning & Development Services STAFF REPORT February 23, 2016 CASE NO: ZA16-009 PROJECT: Specific Use Permit for Park Village Mass Gathering Event EXECUTIVE SUMMARY: Park Village, represented by Hutson Creative, is requesting approval of a specific use permit to allow for a one-time mass gathering event for a grand opening celebration called Sip, Shop and Rock. The mass gathering event is proposed to be held in Park Village, 1035 E. Southlake Boulevard, Southlake, Texas. SPIN Neighborhood # 9. DETAILS: Park Village, represented by Hutson Creative is requesting approval of a specific use permit to allow a one-time mass gathering event for a grand opening celebration called Sip, Shop and Rock. The following is an overview of the applicant's request: • Event scheduled on Saturday, April 16, 2016 (4:00 pm to 8:00 pm) • One-time event • Schedule: 0 4:00 pm - Fountain ribbon cutting with the Mayor, City Council members, Park Village team and Park Village tenant VIPs. ■ Post-ceremony celebration at RA Sushi patio. 0 5:00 pm to 7:00 pm - VIP ticket holders will check in and receive a commemorative pint glass and punch card which entitles them to 3 drinks at participating restaurants; stores will have activities and giveaways. 0 7:00 pm to 8:00 pm - Live music by the Gin Blossoms from 7:00 pm- 8:00 pm on a stage setup in the west center area between Sur La Table and Modern Market. • VIP ticket sales to benefit Miracle League of Southlake. VIP tickets will cost $20. • On-site security and paramedics • Anticipated attendance of 2,500-3,000 people The applicant has indicated that 734 out of the 760 onsite parking spaces will be available for the event. Offsite parking will be available via a shuttle at two locations; Dragon Stadium and Old Union Elementary School. The applicant has met with the Department of Public Safety to coordinate with both Police and Fire for traffic control and safety for the event. Eleven off-duty police officers and 2 paramedics will be present at the event. Please refer to Attachment `A' pages 3-9 for additional information. Southlake Blvd. LEGAL DESCRIPTION: Lot 1, Block 1, Park Village Addition LAND USE CATEGORY: Retail Commercial CURRENT ZONING: "S-P-1" Detailed Site Plan District HISTORY: This is a first one time event being held at Park Village so there is no historical information on this event. PLANNING AND ZONING COMMISSION: February 18, 2016; Approved (5-0) subject to the Staff Report dated February 12, 2016; and noting the applicant's willingness to place the sign (banner) on the FM1709 side of Gloria's restaurant; and also noting the applicant's willingness to provide additional women's restroom facilities and give specifics to City Council on what that would look like. STAFF COMMENTS: The Planning & Zoning Commission and City Council shall consider the following in determining whether to grant a Specific Use Permit for a mass gathering event according to the Comprehensive Zoning Ordinance No. 480, Section 45.14c, as amended: 1. Whether there is convenient and safe access for the ingress and egress of pedestrians and vehicular traffic; 2. Whether sufficient traffic control personnel is proposed to insure safety to all members of the traveling public, including pedestrians, along all public roadways in the proximity of the mass gathering and/or along which the public is likely to travel to reach the mass gathering areas shall be provided; 3. Whether the mass gathering area is well drained and so arranged to provide sufficient space for persons assembled, vehicles, sanitary facilities, and appurtenant equipment; 4. Whether sufficient illumination will be provided at night to protect the safety of the persons assembled; 5. Whether adequate parking areas, including disabled persons' parking spaces, shall be provided for persons arriving by vehicular means. If the promoter proposes to utilize temporary off-site parking, then the promoter the mass gathering event the off-site temporary parking area will not be utilized for purposes other than the mass gathering event; and 6. Whether adequate provisions have been made for food supply, medical assistance, garbage disposal, water supply, parking, Case No. Attachment A ZA16-009 Page 1 sanitation and toilet facilities, vermin control, and safety. The City Council may establish specific conditions depending upon the nature of the proposed event and traffic, health and safety issues according to Ordinance 480, Section 45.14.a, as amended. The applicant is required to obtain all necessary permits regarding qualifying tents and signage. Due to the limited scope of the event no staff review summary has been provided for this proposal. It will be held on Saturday April 16, 2016 from approximately 1600- 2000 hours (4pm-8pm). The Ribbon Cutting will be conducted at 1600 hours then followed by a public live concert at 1900 hours. • Estimated attendance: 2500-3000 • Traffic Direction/Control Inbound and Outbound Police personnel will control traffic movement and assist with the flow of pedestrian traffic at the following location: Southlake Blvd @ Tower Blvd S. Carroll Ave @ Private drive (Lukes Locker) S. Carroll Ave @ Zena Rucker Rd Tower Blvd @ Private drive (behind REI) Zena Rucker Rd @ Private drive (behind Lukes Locker) • Emergency personnel: Police Services will require four police officers for the interior of the event, and seven exterior for traffic control Fire Services will require two Paramedics • Hours: 1500-2030 hours Case No. Attachment A ZA16-009 Page 4 Park Village Traffic Plan • Police Department: The Southlake Department of Public Safety, Police Services Division is primarily responsible for all security and traffic control for this event. A total of 11 officers will be stationed at designated locations (interior and exterior) to provide assistance with traffic flow and respond to any police emergency on site. • Fire Department: Medical Services On-site medical services will be provided by personnel from SDPS Fire Services. A total of two Paramedics will patrol the event grounds to provide on-site medical assistance. Should a patient require transport to a hospital facility, paramedics working the event will coordinate with the on-duty Fire Departments medical personnel for a patient pick-up area. • Event Parking The event parking will be in the designated areas that will be clearly marked for shuttle drop off and personal vehicles. There are several charter buses scheduled to drop off in a designated area. The attached map will provide details for those areas of parking. The charter buses will drop off participants and return to a parking area at Carroll Senior High School located at 1500 W. It will be held on Saturday, April 16, 2016 from approximately 4-8 p.m. The event will begin with a ribbon-cutting with the Mayor, city council team, Park Village's team and other VIPs from Park Village's tenants.The ceremony will conclude with a post- ceremony mix & mingle celebration on RA Sushi's patio. Next, will be the 'Sip & Shop' portion of the event; only 250VIP $20 tickets for this part of the event will be available. Tickets will be available for purchase online through Park Vil- lage's Facebook page. Attendees will check-in and receive a commemorative pint glass & punch card which entitles them to 3 drinks at participating restaurants; stores will have ac- tivities, giveaways. All ticket sales will benefit the Mayor's charity recommendation, Mira- cle League of Southlake. The event will wrap up with a live public concert. For crowd-control purposes, a ticket will be required to attend the concert. A limited number of free tickets for the concert will be available in advance online through Park Village's Facebook page. The number of tick- ets available will be based of the safe fire egress procedures and the fire chief's recom- mended occupancy. SOUTHLAKE BOULEVARD, SOUTHLAKE, TEXAS, MORE FULLY AND COMPLETELY DESCRIBED IN EXHIBIT "A", AND AS DEPICTED ON THE APPROVED SITE PLAN ATTACHED HERETO AND INCORPORATED HEREIN AS EXHIBIT "B" AND PROVIDING AN EFFECTIVE DATE.
