PROJECT: Variance to Plat Expiration for Kimball Park Final Plat
EXECUTIVE
SUMMARY: Adams Engineering is requesting approval of a Variance to Subdivision Ordinance No.
483, Section 4.01(1), as amended, regarding plat expiration, requesting to extend the
validity of case ZA14-049, Final Plat for Kimball Park on property described as Tracts
3A1 A and 3A2A, Thomas Mahan Survey,Abstract No. 1049, City of Southlake,Tarrant
County, Texas and located at 400 and 470 N. Kimball Ave., Southlake, Texas. Current
Zoning: S-P-2 Generalized Site Plan District. SPIN Neighborhood # 4.
REQUEST
DETAILS: The applicant is requesting approval of a variance to the Subdivision Ordinance No.
483, Section 4.01(1) (Plat Expiration), as amended, and is requesting that the validity of
Case No. ZA14-049, Final Plat for Kimball Park, be extended to June 16, 2016.
Subdivision Ordinance No. 483, as amended, Section 4.01(1) states that a Final Plat
which has not been recorded in the County Plat Records within one year of the date of
approval shall expire. The Final Plat was approved by the Planning & Zoning
Commission on May 8, 2014. Final plats for subdivisions requiring the installation of
streets and utilities are typically not recorded until these improvements have been
installed and are ready to be accepted by the City. This ensures that street right-of-
ways and easements are correctly shown based on as-built conditions and also
ensures that all the new lots of record are properly served by streets and utilities. The
Final Plat for this development has not been recorded due to reapproval of the
Cambria Hotel and Suites Zoning and Site Plan and the Site Plan request for The
Offices at Kimball Park and it has thus expired. A previous variance to plat expiration
was granted on June 16, 2015 to extend the validity of the plat to December 9, 2015.
The plat was not recorded by that date and it has expired again.
The applicant is requesting to extend the validity of the plat to June 16, 2016.

one open space lot was approved by City Council on March 4, 2014.
- A Preliminary Plat (ZA14-136) for Kimball Park proposing six (6) lots,
including one open space lot, on approximately 15.5 acres was approved by
City Council on March 4, 2014.-
- A Final Plat (ZA14-049)for Kimball Park proposing six (6) lots, including one
open space lot, on approximately 15.5 acres was approved by City Council on
May 8, 2014.
-A variance to plat expiration was granted June 16, 2016 to extend the validity
of the Final Plat (ZA14-049) to December 9, 2015.
CITIZEN INPUT/
BOARD REVIEW: A SPIN meeting for this project was held January 6, 2014.
STAFF COMMENTS: Because of the limited nature of this request, no review comments were
prepared for this item.

On behalf of the owners of Kimball Park and Cambria Suites I respectfully request variance to
the subdivision ordinance No. 483, Section 4.01 (I) (Plat Expiration) and that the validity of
Case No. ZA14-049 Final Plat for Kimball Park Lots 1 thru 6 be extended to June 16, 2016.
The reasoning for the extension request is based on revisions to the Cambria site plan revisions
since the previous plat approval as well as the new Site Plan for the Offices at Kimball Park.
