Item 7B Comprehensive Plan Amendment Zoning Change and Development Plan Southlake Meadows Phase III CP15-003 & ZA15-137 1 Owners: Maguire Partners – Solana Ltd. Applicant: G&A Consultants, LLC Requests: Item 7A - Approval of Comprehensive Land Use Plan Amendment to Medium Density Residential Item 7B - Approval of a Zoning Change and Development Plan for Southlake Meadows Phase III to develop 9 residential lots and 1 open space lot on approximately 8.882 acres Location: 800, 848 and 812 W. State Hwy. 114 CP15-003 & ZA15-137 The applicant is requesting approval of a Land Use Plan Amendment to Medium Density Residential (Item 7A) and approval of a zoning change and development plan to develop nine (9) residential lots and one (1) open space lot on approximately 8.88 acres. The property, which lies just to the north of the approved Southlake Meadows subdivision that is under construction. The property under consideration was recently added to the City of Southlake in a Boundary Adjustment Agreement with the Town of Westlake. The property does not have a Land Use Plan designation, so a Comprehensive Land Use Plan amendment to assign the Medium Density Residential designation is requested. The proposed gross density is approximately 1.01 dwelling units per acre and the proposed net density is approximately 1.02 units per acre. The 8.8 acres will be incorporated into the Southlake Meadows subdivision and will be referred to as phase III of this development. 2 As mentioned there is currently no land use assigned to the property. Medium density is being requested. 3 CP15-003 Existing Proposed No Land Use Designation Medium Density Residential- Proposing 1.02 du/ac net density This slide shows the existing land use plan on the left and the proposed amendment on the right. 4 None The property currently has an AG designation as that is the City’s default zoning for unzoned properties. 5 Aerial View 6 R-PUD Regulations *Conditions for second front yard on corner and key lots **One-story for buildings or structures adjacent to roundabout at Peytonville/Dove/Sam School This is a summary of the zoning related development for the proposed RPUD regulations for the 8.8 acres under consideration (far right column). This chart shows comparison to the existing Southlake Meadows R-PUD and the baseline SF-20 regulations. This chart is in your staff report on page 2 if you need to refer to the regulations. 7 Approved Development Plan Phases I & II Approved March 5, 2013 Phase III This is the approved development plan for Phases I & 2 of Southlake Meadows. The proposed zoning change and development plan allows for the development of a residential subdivision consisting of ninety six (96) residential lots and six (6) open space/common area lots on approximately 77.05 acres giving the development a density of 1.2 units/acre. 8 Proposed Development Plan (ZA15-137) . This is the proposed development plan. The development plan proposed 9 residential lots and an open space lot. The lot sizes range from 26,019 square feet to 31,647 square feet. The open space lot is 2.76 acres and this acreage encompasses 31% of the total development. The plan show an 8 foot trail along the perimeter of the development. A 4’ sidewalk is indicated along Sam School road. There will also be a 4’ sidewalk along Jamestown Lane. The lots across the street south of jamestown lane are 16,500 sq ft with the exception of the two end cap lots which are just over 24,000 sq ft on the east and 17,000 sq ft on the west. 9 Pedestrian Access Plan 4’ Sidewalk 8’ Trail . Trail and sidewalk exhibit 10 Tree Preservation Analysis . This is the tree preservation plan. As City Council is aware in a PUD the applicant proposes a tree plan as part of the development. Currently 48.5% of the property has tree canopy. The appliacant has indiacted on the plan that 40.9% of the existing canopy will be saved. A 14.3% of the canopy has been identified as mariginal. If this was a straight district zoning – SF 20 – 50% 0f the existing canopy would be required to remain. 11 Proposed Landscape Plan This is the applicant’s landscape plan. The plan show 15 arizona cyprus and 10 eastern red cedar trees to be planted along the north boundary line. 12 Fence Plan 6’ Ornamental Metal Fence .
