Lessons are provided 3 days per week, typically after school and randomly during the summer and the girls are able to ride at their leisure on non-lesson days. Small, intimate setting with friends and family providing for a quality of life experience. Over the last 20 years, this property has transitioned between owner occupied - rental – vacant, resulting in a continual decline from lack of maintenance and disrepair one would expect from age and neglect. Until 2013, when the Lodestar family moved in and began the dramatic transformation of the property into the community asset we have today. Installation of three (3) proposed arena lights. Hours of operation from 8:00 a.m. – 8:00 p.m. Sunday through Thursday and 8:00 a.m. – 10:00 p.m. Friday and Saturday. Maximum of 10 horses. Variance to Lighting Ordinance No. 693 to allow three (3) 1000 watt high pressure sodium bulbs in unshielded fixtures on 25’ poles to be directed at the arena from the east side facing west. 5 Lodestar Stables ZA15-124 Response Summary Background Initial Request Response Revised Request Factors for Consideration Long-Term Outlook Brenda and Hank Kleespies reviewed the original responses to the submitted Notification Response Forms: Individually contacted each of the property owners submitting comments to listen to their questions and concerns. Invited all of the neighbors responding with comments on the Notification Response Forms to a meeting on December 3rd to answer questions, listen to their concerns and respond to their comments. Removed the request for a variance for lights. Revised the operating hours to between dawn and dusk. Maximum of 8 horses. Consulted with a professional engineer on the access road. Solicited bids for repairing a degraded portion of the access road. Negotiated to share in the access road costs with the shared user of the road. Has not caused substantial injury to the value of property in the neighborhood as the proposed use has operated since 2013 with no know complaints from adjacent property owners. One (1) previously notified adjacent resident revised their “Undecided” to “In-Favor”. One (1) previously notified adjacent residents revised their “Opposed” to “In-Favor” The Planning and Zoning Commission unanimously approved a recommendation to Council to approve the SUP request. 18 Lodestar Stables ZA15-124 Long-Term Outlook Summary Background Initial Request Response Revised Request Factors for Consideration Long-Term Outlook Continued development is putting pressure on horse lands threatening to put the equine experience out of reach. Lodestar provides for a meaningful quality of life experience for Southlake families to experience a sport and recreational pursuit that the City of Southlake is unable to provide its young people through its Parks and Recreation System.
