Item 4D Authorize expenditures for Town Hall Security Camera Upgrades Item 4D Good evening Honorable Mayor and members of the City Council. This is Cristina McMurray, Deputy Director for Public Works, and I will be presenting Item 4D, to authorize expenditures for Town Hall Security Camera Upgrades. 1 Requested Action Authorize expenditures with Notification Systems of America, Inc. for Town Hall Security Camera Upgrades in an amount not to exceed $80,070. Staff recommends that City Council Authorize expenditures with Notification Systems of America, Inc. for Town Hall Security Camera Upgrades in an amount not to exceed $80,070. 2 Town Hall Security Cameras Town Hall Risk and Vulnerability Assessment Be proactive Increase security Results Need additional updated cameras on the interior to provide coverage of the lobby, staircases, and hallways Monitor exterior of the building On December 1st, 2014, Tactical Systems Network (TSN) was hired by the City of Southlake to conduct a Town Hall Risk and Vulnerability Assessment. The purpose of this study was to be proactive and increase security in Town Hall. The results of the study indicate that the Town Hall building needs additional cameras on the interior and exterior of the building to provide improved Video Surveillance coverage. 3 Current camera locations Entrances to the building Elevators Install upgraded cameras (28 indoor and 18 exterior) will be dome style Provide complete and uninterrupted coverage IT Department will need to assist with installation and configuration (NSA) will assist with the programming of the video management system to include mobile client tablet Town Hall Security Cameras Existing security camera Proposed security camera Currently, Town Hall security cameras are limited to the entrances of the building and in the elevators. The proposed project is to install a total of 28 indoor cameras and 18 exterior dome cameras. The additional cameras will provide complete and uninterrupted coverage of public spaces. The project will involve the assistance of the IT department to install HP storage, a Dell server, CISCO switches, and to assist with the configuration of the cameras. (NSA) will assist with the programming of the video management system to include adding a mobile client tablet for use by the new security officer. 4 Town Hall Security Cameras Funding available in Town Hall Building Maintenance Account FY2016 Costs: Cameras: $80,070 HP storage: $18,718 Cisco switches: $16,420 Dell server: $4,330 Tarrant County will participate in 25% of the cost Funding for the security camera improvements was authorized by City Council in the FY2016 budget in an amount of $102,307. Funds are available in the Town Hall Building Maintenance Account. The cost for the security camera upgrades with NSA is $80,070. This project will also require the purchase and installation of HP storage ($18,718), CISCO 3650 switches ($16,420), and a Dell server ($4,330), for a grand total of $119,538. Tarrant County will participate in 25% ($29,884.50) of the cost of these improvements per the Inter-local Agreement for Town Hall operations; therefore, the City’s expenses for these improvements are within budget. 5 City of Southlake Strategy Map Critical Business Outcomes CBO1 - Continue to implement Southlake 2030 Plan by focusing on short-term initiatives.
