Item 4C Award Contract for Town Hall Security Personnel Item 4C Good evening Honorable Mayor and members of the City Council. This is Cristina McMurray, Deputy Director for Public Works, and I will be presenting Item 4C, to award a contract for Town Hall Security Personnel. 1 Requested Action Award contract to Tactical Systems Network for uniformed security personnel in Town Hall in an amount not to exceed $106,450 in FY2016 Staff recommends that City Council award the contract to Tactical Systems Network for uniformed security personnel in Town Hall in an amount not to exceed $106,450 in FY2016. 2 Residents coming to Town Hall to: Conduct business Attend events Visit the library Vote Elected Officials Board members Visitors from other cities Employees Ensure security within Town Hall and the safety of its patrons Town Hall Security Contract Security within Town Hall and the safety of its patrons including: residents coming to Town Hall to conduct business, attend events, visit the library and vote; The safety of our Elected Officials; Board Members, visitors from other cities; and employees is of the utmost importance to the City of Southlake. 3 Tactical Systems Network, LLC (TSN) Assist the City with identifying potential risks and vulnerabilities Recommendations to ensure high level of security Professional Security Firm Town Hall Security Contract On December 1st, 2014, City staff engaged a professional security firm, Tactical Systems Network, LLC (TSN) to conduct a Town Hall Risk and Vulnerability Assessment. In light of current global and local conditions, staff deemed it appropriate and necessary to engage a professional security firm to assist the City with identifying potential vulnerabilities, and making recommendations to ensure a high level of security within Town Hall. 4 Day of the Week Open Close Monday 6:45 a.m. 9:00 p.m. Tuesday 6:45 a.m. 10:00 p.m. Wednesday 6:45 a.m. 9:00 p.m. Thursday 6:45 a.m. 9:00 p.m. Friday 6:45 a.m. 9:00 p.m. Saturday 10:00 a.m. 6:00 p.m. Sunday Closed *Security will also cover City Council meeting times. Town Hall Hours of Operation Town Hall Security Contract TSN will be placing an armed, licensed, uniformed, security officer 5 person rotation security team to cover all Town Hall hours of operation Custom security desk Monitor cameras, conduct building sweeps, assist visitors As part of this security contract, TSN will be placing an armed, licensed, uniformed, security officer in Town Hall during the hours the building is open. This coverage will include after hours events such as City Council meetings and Art in the Square. TSN shall implement a 5 person rotation security team to cover all of the Town Hall hours of operation. A custom security desk is under fabrication and shall be installed in the lobby to match the Town Hall woodwork and decor. The security guard will be able to monitor the Town Hall cameras from the security desk; conduct building sweeps; and assist and guide visitors to their destinations within the building. This item will provide an increased level of customer service. 5 Town Hall Security Contract Funding available in the Public Works Operations/Facilities Budget FY2016 Tarrant County will participate in 25% of the cost of this program Funding for the security contract was authorized by City Council in the FY2016 budget and is available in the Public Works Operations/Facilities Budget. In addition, Tarrant County will participate in 25% ($26,612.50) of the cost of this program per the previously approved Inter-local Agreement for Town Hall operations. 6 City of Southlake Strategy Map Critical Business Outcomes CBO1 - Continue to implement Southlake 2030 Plan by focusing on short-term initiatives.
