EXECUTIVE
SUMMARY: G&A Consultants, LLC is requesting approval on 1St reading of a Land Use Plan
Amendment to Medium Density Residential on property described as Tracts 7A1, 7A2.
7A1A, 7A1A1 and 7B, being portions of Lot 7, R. P. Estes Subdivision and Tracts 1A
and 1A1,James B. Martin Survey, Abstract No. 1134, City of Southlake, Tarrant
County, Texas and located at 800, 848 and 812 W. State Hwy. 114, Southlake,
Texas. Current Zoning: "AG" Agricultural District. Proposed Zoning: "R-PUD"
Residential Planned Unit Development District. SPIN Neighborhood #5.
REQUEST
DETAILS: The applicant is requesting approval of a Land Use Plan Amendment to Medium
Density Residential to develop nine (9) residential lots and one (1) open space lot on
approximately 8.88 acres. The property, which lies just to the north of the Southlake
Meadows subdivision that is under construction, was recently added to the City of
Southlake in a Boundary Adjustment Agreement with the Town of Westlake. The
property does not have a Land Use Plan designation, so a Comprehensive Land Use
Plan amendment to assign the Medium Density Residential designation is requested.
The proposed gross density is approximately 1.01 dwelling units per acre and the
proposed net density is approximately 1.02 units per acre.
The applicant's proposed development is consistent with the Southlake 2030 Medium
Density Residential land use category, which is defined by the Future Land Use Plan.
"The Medium Density Residential category is suitable for any single-family detached residential
development. Other suitable activities are those permitted in the Public Parks/Open Space and
Public/Semi-Public categories."

LAND USE CATEGORY: There is not currently a 2030 Land Use Designation on the property.
CURRENT ZONING: There is currently no zoning on the property.
HISTORY: A plat for RP Estes Subdivision was filed with Tarrant County in 1947 prior to
the property being added to the City.
The property was added to the City of Southlake in 2015 in a Boundary
Adjustment Agreement with the Town of Westlake and given the "AG"
Agricultural District zoning designation.
The following in a history of Phases I and II of Southlake Meadows to the
south:
A Land Use Plan Amendment from Low Density Residential and Mixed Use to
Medium Density Residential for Savannah Estates (later changed to Phases I
and 11 of Southlaike Meadows) was approved by City Council March 5, 2013.
A Zoning Change and Development Plan (ZA12-088) for Savannah Estates
(later changed to Southlake Meadows) from "NR-PUD" Non Residential
Planned Unit Development, "AG"Agricultural District and "S-P-1" Detailed Site
Plan District to "R-PUD" Residential Planned Unit Development District was
approved by City Council on March 5, 2013.
A Preliminary Plat (ZA13-037) for Savannah Estates (later changed to
Southlake Meadows) was approved June 4, 2013.
A Plat Revision (ZA13-074) for Southlake MeadowsPhase I was approved
November 21, 2013.
PLANNING AND ZONING
COMMISSION ACTION: January 7, 2016; Approved (5-1)subject to the staff report dated December 30,
2015.
CITY COUNCIL ACTION: January 19, 2016; Approved at 1 st reading (6-0)subject to the staff report dated
January 12, 2016.

Mr.Baker:
Please accept this letter, on behalf of Maguire Partners —Solana Land, L.P., as an explanation of the
proposed Comprehensive Plan Amendment application for approximately 8.8 acres of land generally
located east of Sam School Road and directly west of State Highway 114. The purpose of this application
is to change the land use of the property to Medium-Density Residential, since there is currently no
designated land use category.A companion Zoning Change application is being submitted concurrently
with this application to change the zoning from Agricultural to R-PUD.
Until recently,the nine residential lots and one open space lot composing Southlake Meadows—Phase
III were located within the Town of Westlake,necessitating a separate approval process from the rest of
the Southlake Meadows subdivision. As the result of a boundary adjustment agreement between the
Town of Westlake and the City of 5outhlake approved on October 20, 2015, this property has been
incorporated into the City of Southlake. We are proposing the Medium-Density Residential land use
category in order to match the land use for the first two phases of Southlake Meadows and to allow the
lot size planned for Phase III. Low-Density Residential requires a net density of one dwelling unit per
acre or less;the lots in Southlake Meadows Phase Ill range from 26,000 to 31,000 square feet with a net
density of 1.01 units per acre.
The Medium-Density Residential land use category is most appropriate for this site,considering the land
use of the surrounding property and the first and second phases of the Southlake Meadows subdivision.
The proposed land use amendment will allow for a visually cohesive subdivision, consistent with the
original vision for the property,as approved by P&Z on February 7th,2013 and by City Council on March

We feel this land use change request is reasonably justified and we are hopeful the City will support the

Ordinance No. 1136
AN ORDINANCE ADOPTING THE CONSOLIDATED FUTURE
LAND USE PLAN AS AN ELEMENT OF THE SOUTHLAKE 2030
PLAN, THE CITY'S COMPREHENSIVE PLAN UPDATE.
WHEREAS, a Home Rule Charter of the City of Southlake, Texas, was approved by the
voters in a duly called Charter election on April 4, 1987; and,
WHEREAS, the Home Rule Charter, Chapter XI requires an update to the City's
comprehensive plan elements every four years,
WHEREAS, the City Council recognizes that the Consolidated Future Land Use Plan is
an element of the Southlake 2030 Plan, the City's Comprehensive Master Plan,
WHEREAS, the City Council has determined that the Consolidated Future Land Use
Plan complies with the Southlake 2030 Vision, Goals, & Objectives,
WHEREAS, the City Council has deemed that the Consolidated Future Land Use
Plan has been formulated with adequate public input,
WHEREAS, the City Council has deemed that the recommendations in the Consolidated
Future Land Use Plan herein reflect the community's desires for the future development of the
City,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, THAT:
Section 1. All of the findings in the preamble are found to be true and correct and the City
Council hereby incorporates said findings into the body of this ordinance as if
copied in its entirety.
Section 2. Future Land Use Plan designation for parcels indicated in Exhibit "A" is changed
to Medium Density Residential.
Section 3. The different elements of the Comprehensive Master Plan, as adopted and
amended by the City Council from time to time, shall be kept on file in the office of
the City Secretary of the City of Southlake, along with a copy of the ordinance and
minute order of the Council so adopting or approving the same. Any existing
element of the Comprehensive Master Plan which has been heretofore adopted by
the City Council shall remain in full force until amended by the City Council as
provided herein.
Section 4. This ordinance shall be cumulative of all provisions of ordinances of the City of
Southlake, Texas, except where the provisions of this ordinance are in direct
conflict with the provisions of such ordinances, in which event the conflicting
provisions of such ordinances are hereby repealed.
Section 5. It is hereby declared to be the intention of the City Council that the phrases,
clauses, sentences, paragraphs and sections of this ordinance are severable, and
if any phrase, clause, sentence, paragraph or section of this ordinance shall be
declared unconstitutional by the valid judgment or decree of any court of
competent jurisdiction, such unconstitutionality shall not affect any of the
remaining phrases, clauses, sentences, paragraphs and sections of this
ordinance, since the same would have been enacted by the City Council without

the incorporation in this ordinance of any such unconstitutional phrase, clause,
sentence, paragraph or section.
Section 6. The City Secretary of the City of Southlake is hereby authorized to publish this
ordinance in book or pamphlet form for general distribution among the public, and
the operative provisions of this ordinance as so published shall be admissible in
evidence in all courts without further proof than the production thereof.
Section 7. This ordinance shall be in full force and effect from and after its passage and
publication as required by law, and it is so ordained.
