Item 4D CITY OF SOUTHLAKE 4D - 1 MEMORANDUM January 26, 2016 TO: Shana Yelverton, City Manager FROM: Chris Tribble, Director of Community Services SUBJECT: Approve a name for the Library at Legends Hall Action Requested: City Council consideration of the suggested name, "Dick McCauley Library," for the library within the Senior Lounge in Legends Hall at The Marq Southlake. Background Information: On January 12, 2016, the Senior Advisory Commission unanimously approved a recommendation to City Council to name the library the "Dick McCauley Library." The name was submitted to honor Mr. McCauley's many contributions to help seniors in Southlake and his leadership and support for the new senior center at The Marq Southlake. A copy of the submittal form is attached for City Council consideration. Naming the library in honor of Mr. McCauley complies with guidelines of the City's "Naming and Renaming of Park and Recreation Facilities Procedures." Provisions of the guideline include: ■ A park and recreation facility may be named for outstanding and/or predominate physical characteristics or ecological features of the land such as: ■ Streams, lakes and creeks ■ Landmark significance ■ Historical significance ■ Street name identity ■ The subdivision in which the park property is located ■ Based on the activity, event or function of the park ■ A park facility may be named for any group or individual who has made exceptional contributions to the City. ■ A park facility may be named in honor of a deceased local, state, national figure(s). City of Southlake Values: Integrity Innovation ♦Accountability♦ Commitment to Excellence ♦ Teamwork Shana Yelverton, City Manager Meeting Date — February 2, 2016 Page 2of3 4D - 2 ■ There shall be a waiting period of one or more years prior to the naming of a park in honor of a deceased local, state or national figure(s). ■ The renaming of a park facility, which has been previously named after an individual, is prohibited unless compelling circumstances arise whereby consideration to a change is appropriate. ■ No park shall be given the same name as an existing school site, or public facility, except where the sites abut one another. ■ Components or areas within a park or recreation facility may be given a name which is different than the park or recreation facility. Such components or areas may include, but are not limited to, gardens, playgrounds, athletic fields, structures and meeting rooms. Mr. McCauley served on the Senior Advisory Commission from 2008 until his death in April 2014. Among his many contributions is his leadership in setting up a non-profit organization, Southlake Senior Funding, Inc., to provide financial sponsorships through fundraising efforts for many of the senior programs and events to date. Mr. McCauley also worked with sponsors and the City to acquire the 22-seat bus used for senior field trips. Mr. McCauley's determination and efforts for the new senior center is well-known in the senior community and the community at-large. Financial Considerations: Approval of a name for the Library will have no financial impact.
