Be it known, that the City of Southlake, herein after referred to as "City," and its franchised Utility Companies,
herein referred to as "Utilities," do consent and agree to permit the following

SOUTHLAKE, TEXAS, as described on the attached Exhibit No. 1, depicted graphically on the attached EXHIBIT
No. 2 and consented to by the public utility companies as listed on the attached EXHIBIT No. 3, to be used for the

and being subject to the following conditions:
That the Applicant, his successors or assigns shall maintain in good condition all of the easement area and the
improvements situated thereon; and,that City and Utilities shall not become responsible for such maintenance at
any time in the future.
II.
That the Applicant shall and does hereby agree to indemnify and hold harmless the City and the Utilities from any
and all damages, loss or liability of any kind whatsoever by reason of injury to property or third person occasioned
by its use of the easement or act of omission, neglect or wrong doing of Applicant, his officers, agents,
employees, invitees or other persons, with regard to the improvements and maintenance of such improvements;
and the Applicant shall, at his own cost and expense, defend and protect City and Utilities against any and all
such claims and demands.
III.
That the Applicant shall arrange for all activities and improvements in the easements to be discontinued and I or
removed within thirty(30)days of written notification, at the discretion of City, for:
(1) Lack of maintenance to the easement;
(2) Failure to provide access to the City or its designees; or
(3) Compliance with a City Council directive that use of the easement by the Applicant be
discontinued and the cost associated with the discontinuing of such activities, and the removal of
such improvements, as well as property adjacent to the easement necessitated by such
discontinuation of the easement, shall be borne by the Applicant.
Iv.
That the Applicant, his successors or assigns shall not seek compensation from City or Utilities for loss of the
value of the improvements made hereunder when such improvements are required to be removed by Applicant.

Dear Alex,
DeOtte, Inc. (DI) presents this Technical Memorandum on behalf of our client, Lambert
Custom Homes in order to evaluate the impacts of residential improvements at 250 Lilac
Lane in Southlake, Texas. The homeowner wishes to expand the existing peninsula in
the pond area in order to build a pavilion.
Hydrology
The site is roughly 5 acres along Lilac Lane in Southlake, Texas. This study has
evaluated the watershed through the site via Big Bear Creek Tributary BB-7, which
passes through the western portion of the property. The watershed for a design point
located at the downstream headwall of the culvert crossing at Lilac Lane is
approximately 45 acres, and consists of 1 acre residential and commercial land uses. DI
considers this watershed fully developed.
Since the watershed is less than 200 acres, the Modified Rational method was used to
determine the 100-year flow through the site. A relatively conservative runoff coefficient
of 0.8 was selected to represent the watershed since it is comprised of large paved
areas (parking lots).
Time of Concentration calculations may be found on the attached Time of Concentration
or Travel Time Worksheet. For this watershed, the Time of Concentration to the study
point is approximately 22 minutes. Referring to the Integrated Storm Water Manual
(NTCOG), the rainfall intensity was determined to be 6.74 inches per hour.
Using a frequency factor of 1.25 for the 100-year design storm, the peak flow is 303
CFS. Since the watershed is fully developed, this flow will be used to represent existing
and proposed conditions.
Hydraulics
A topographic survey of the site was completed by JPH Land Surveying, Inc. DI overlaid
this survey onto topography provided through the Texas Natural Resource Information
Service (TNRIS) and determined that TNRIS topography accurately represented natural
ground.

DI selected 10 characteristic cross-sections of TNRIS topography through the site to
evaluate water surface elevation in the 100-year storm event. These sections were
imported into HEC-RAS (v4.1.0) as the existing ground geometry. The existing ground
geometry and 100-year flow of 303 CFS in the Hydrology section of this memo
constitutes the Current Conditions model.
Through evaluation of the Current Conditions model, DI determined that improvements
were necessary to prevent overflow onto neighboring properties. First, the developer will
construct a built-up berm at the northwest portion of the existing pond. Next, the existing
riprap weir at the pond outfall will be repaired to replace material lost to scour, and it will
be fortified with more riprap to prevent future scour. Last, a bypass channel will be cut
along the southeast face of the pond berm to allow any overflow to travel across the
property to the culvert crossing at Lilac Ln. For the location of these improvements, see
the attached Workmap.
The proposed improvements amend the Current Conditions model geometry, resulting in
the Post-Project Conditions model. The same 100-year flow of 303 CFS was used for
this model.
Results
The resulting water surface elevations remain largely unaffected by the improvements
on the project site with the exception of those cross sections representing the pond. The
water surface drops from sections 600 through 871 in the Post-Project model. Channel
velocities increases slightly at the face of the pond, but the reinforcement of the existing
riprap at the pond outfall will prevent erosion.

Conclusion
It is the opinion of DeOtte, Inc. that the placement of a pavilion within the existing pond
area will not negatively affect the adjacent property owners provided the prescribed
measures are properly implemented. The proposed improvements to the pond and
drainage channels will allow storm flow to safely pass through the site without flooding or
damaging any insurable structures.
