A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE,
TEXAS, TO CREATE AND APPOINT THE VOLUNTEER POSITION OF CITY
CHAPLAIN FOR THE CITY OF SOUTHLAKE AND PROVIDING AN
EFFECTIVE DATE.
Whereas, the City of Southlake desires to formally create the voluntary position of City
Chaplain; and
Whereas, this would be an appointed honorary position to be filled by a volunteer only; and
Whereas, the duties of City Chaplain would include, but not be limited to:
a) Coordinating the provision of invocations at City Council meetings and other City
meetings or events as desired by the City;
b) Assisting the Departments of Public Safety in their provision of service to the community
by providing on scene crisis response, family notifications and by comforting residents,
employees or visitors who have experienced trauma, grief, conflict or significant stress,
as desired or upon request; and
c) Providing support for the City staff and citizens of Southlake as requested during a major
crisis or natural disaster.
Whereas, the City Chaplain serves as the pleasure of the City Council who may discontinue the use
of the position at its discretion; and,
Whereas, the City Chaplain appointee shall subject to the provision of City of Southlake volunteer
policies and procedures; now,
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE,
TEXAS, THAT:
Section 1: The City Council of the City of Southlake is authorized to appoint a City Chaplain at their
discretion as an honorary, voluntary position effective immediately.
Section 2: The City Council of the City of Southlake is hereby appointing Pastor Clayton Reed as
the City Chaplain.
