CALL TO ORDER Chairman Bartlett called the meeting of the Southlake Arts Council to order at 6:02 p.m. 2. CONSENT AGENDA Consent Agenda items are considered to be routine by the Southlake Arts Council and are enacted with one motion. 2A. APPROVAL OF THE MINUTES FROM THE OCTOBER 27, 2015 SOUTHLAKE ARTS COUNCIL MEETING Two corrections to the October 27, 2015 meeting minutes were noted. APPROVED A motion was made to approve the minutes of October 27, 2015 meeting as accepted. CONSIDER 3A. RECOMMENDATION TO AMEND PUBLIC ART AND/OR PERFORMANCE POLICY TO ALLOW PRICE INFORMATION ON ART EXHIBIT Assistant to the Director Cassie Tucker presented the proposed revision to the Policy that will allow price information to be visibly displayed along with the art work's description on art pieces on exhibit in Town Hall. A sample of the descriptive information tag was reviewed. The Arts Council discussed possible future amendments to the Policy. Ms. Tucker answered questions from the Arts Council. APPROVED A motion was made to recommend City Council approve the revised Public Art and/or Performance Policy as presented to allow price information to be displayed on art exhibits. RECOMMENDATION ON CALL TO ARTISTS FOR PUBLIC ART FOR FRANK EDGAR CORNISH IV PARK Assistant to the Director Cassie Tucker presented the proposed Call to Artists for public art in Frank Edgar Cornish IV Park and was available to answer questions. The process of selecting the art piece and the timeline was reviewed. The Arts Council discussed the Call to Artists document and had the following recommendations to include in the Call: the public art piece acknowledge or pay tribute to design and architecture of Frank Edgar Cornish IV Park; include the maximum project budget is $70,000; and allow a $500 stipend for a model of final art pieces. APPROVED A motion was made to approve the release of the Call to Artists for Phase I of the Public Sculpture Program for an art piece to be installed in Frank Edgar Cornish IV Park, subject to the recommendations for changes made during discussion (see paragraph above). DISCUSSION Assistant to the Director Cassie Tucker provided updates on the following: construction of the art piece and developer-driven roundabout project, The Marq Southlake sculpture pieces, and the proposed Public Art Matching Funds Policy. 4A. FUTURE PUBLIC ART OPPORTUNITIES The Arts Council discussed plans and responsibilities for the upcoming public art events: Southlake Arts Council/Apex Event at The Marq on January 23, 2016; Apex Film Day on May 7, 2016; and the Strokes of Art in the Square reception and exhibit (reception 2/21/16 and exhibit 2/19-4/22/16). Communication and Marketing Manager Vicky Schiber was introduced. Ms. Schiber will be involved in marketing efforts for public art events. Strokes of Art in the Square — Staff and Apex will investigate possibility to raffle/auction painted windmill table center pieces by CISD high school art students as a fundraiser at the Strokes of Art in the Square reception. Music options were discussed and wind instruments, violin, and harp were suggestions. Apex Film Day — The Arts Council will be updated on this event at the January meeting. Southlake Arts Council/Apex Event at The Marq — Food, decorations, entertainment, printed programs, sponsorships, and publicity were discussed. 5. PUBLIC FORUM There was no one to speak during to Public Forum. 6.
