Action
Requested: Approve an annual purchase agreement with Stripe-A-Zone, Inc.
for pavement markings through an interlocal agreement with the
City of Grand Prairie in an amount not to exceed $100,000.
Background
Information: The Public Works Streets Division requires the purchase of
services of a pavement marking contractor after paving projects for
the installation of new pavement markings. The City also uses the
services of this contractor to replace worn pavement lane markings
and crosswalks throughout the City as part of an annual
maintenance program.
Chapter 271 of the Texas Local Government Code allows
governmental entities to enter into interlocal agreements with other
governmental entities to share contracts which have met the
statutory bidding requirements as prescribed by the State of Texas.
The City of Southlake has such an agreement with the City of
Grand Prairie. In October 2015, the City of Grand Prairie executed
a contract amendment to pavement Marking Service Price
Agreement Contract – RFB #11100 for the purchase for pavement
markings.
The Public Works department would like to take advantage of the
competitive pricing in Grand Prairie’s contract with Stripe-A-Zone,
Inc. for pavement markings. The total of all the purchases during
the twelve month contract will exceed the $50,000 authorization
power of the City Manager; therefore, this agreement requires City
Council approval.

Financial
Considerations: Funding for this contract is provided in the FY2016 annual
operating budget for the Streets Division and the FY2016 CIP
budget. Expenditures will not exceed budgeted funds. In FY2014,
the City spent $84,835 with Stripe-A-Zone, Inc., and in FY2015, the
City spent $35,325 with Stripe-A-Zone, Inc.

relates to the City’s Corporate Objectives to invest to provide and
maintain high quality public assets and to collaborate with select
