Item 9D Department of Planning & Development Services S T A F F R E P O R T January 12, 2016 CASE NO: MSP15-005 PROJECT: Master Sign Plan for Children’s Health EXECUTIVE SUMMARY: On behalf of Children’s Health System, CBRE and Babendure Design Group are requesting approval of a Master Sign Plan for the rebranding of Children’s Medical Center to Children’s Health. The existing facility is located at 470 E. State Hwy. 114, Southlake, Texas. REQUEST DETAILS: Children’s Medical Center has expanded and rebranded to Children’s Health. The rebrand encompasses the health system’s more than 40 locations, including its Southlake campus. With expanded services in Southlake, the campus is seeking signage that clearly communicates the new Children’s Health brand and the expansion of its specialty services to include After-hours Urgent Care (anticipated hours of operation for urgent care are weekdays 5 p.m. – 10 p.m., Saturday- Sunday 12 p.m. – 10 p.m.). With the addition of the Urgent Care services, additional traffic is anticipated both to the site and within the site, requiring the existing site entrances to be enhanced for the patients and visitors coming to the facility. The proposed Master Sign Plan (MSP) is intended to replace the MSP that was approved for Children’s Medical Center in 2010. The proposed MSP includes sign regulations for a business monument sign, vehicular directional signs, internal site directional signs, and attached building signs. The previously approved balloon sculpture in the entry tower of the building and the restricted parking signs are proposed to remain. On January 7, 2016, the Sign Board unanimously recommended approval for the proposed MSP with exception to the primary business monument sign which they suggested a larger font size and the internal site directional signs be decreased in height to be consistent with the 4’2” signs that are currently out there and to include a masonry base. A summary of the sign types requested in the Master Sign Plan follows. The items with the blue background are either newly proposed or remaining as previously approved. The items with the pink background are shown as being replaced by new signage or removed. LEGAL DESCRIPTION: Lot 1, Block 1, Carillon Offsite Infrastructure & Children’s Medical Center HISTORY: A Zoning Change & Development Plan for Carillon was approved by City Council on November 18, 2008 (Planning Case ZA08-031). A Site Plan for Children’s Medical Center was approved by City Council on April 20, 2010 (Planning Case ZA10-017). A Master Sign Plan for Children’s Medical Center was approved by City Council on June 1, 2010 (Planning Case MSP10-003). A Zoning Change & Development Plan Amendment for Carillon was approved by City Council on September 4, 2012 (Planning Case ZA12-066). SIGN BOARD: January 7, 2016; Approved (6-0) subject to the staff report dated December 30, 2015 and accepting the proposed signage noted in the staff report with the following exceptions: noting the applicant’s willingness to potentially look at  slightly increasing the font size on the business monument only; and, noting that on the internal site directional signs, that the  height will be capped at 4’ 2”, the same as the existing vehicular signs that are being replaced and a masonry base shall be required on those signs.
