G&A Consultants, LLC is requesting approval of a
Ordinance No. 483, Section 4.01(l), as amended, regarding plat expiration,
requesting to extend the validity of cases ZA13-037, Preliminary Plat and ZA13-074,
Plat Revision for Southlake Meadows (formerly Savannah Estates)
on property
described as Tracts 1B, 1B2, 1B2A, 1B2A1, 1B2A2, 2A, 2B, 2C, 3, 4A, 4A1, 4A2, 4A3,
4B, 4B1, 4B2, 5A, 5A1, 5A1A, 5B, 5C, 6A, 6A1, 6A1A, 6A2, 6A2A, and 6B, R.P Estes
Subdivision and Tracts 1B, 1B1, 1B1A, 1B1A1, 1B1B, 1B1B1, 1B1C, 1B1D, and 1B2,
T. Martin Survey, Abstract No. 1134, Southlake, Tarrant County, Texas and generally
located at the northwest corner of W. Dove Rd. and SH 114, Southlake, Tarrant
SPIN

REQUEST
DETAILS:
G&A Consultants, LLC is requesting approval of a variance to extend the validity of the
Preliminary Plat and Plat Revision for Southlake Meadows (formerly Savannah
Estates) residential subdivision. The current expiration date for the Preliminary Plat is
June 4, 2015, which is two years after the date of approval. The current expiration date
for the Plat Revision is December 3, 2014, which is one year after the date of approval.
Section 4.01(I)(1) states that a Preliminary Plat shall expire two years from the date of
approval. Said expiration date shall be extended one year from the latest date of of
filing a Final Plat on a portion of said Preliminary Plat in the County Plat Records. In
this case, a Plat Revision is required in place of a Final Plat since a portion of the
property was previously platted as the R.P Estes Addition in 1947 prior to annexation
by the City of Southlake. The Preliminay Plat was approved June 4, 2013 and a Plat
Revision for a portion of the property has not been filed, so the Preliminay Plat has
expired.
Section 4.01(I)(2) states that a Plat Revision which has not been recorded in the
County Plat Records within one year of the date of approval shall expire. The Plat
Revision was approved by the City Council on December 3, 2014. Plat Revisions for
subdivisions requiring the installation of streets and utilities are typically not recorded
until these improvements have been installed and are ready to be accepted by the City.
This ensures that street right-of-ways and easements are correctly shown based on
as-built conditions and also ensures that all the new lots of record are properly served

by streets and utilities. The Plat Revision for the first phase of this development has
not been recorded due to continuing construction of the development and it has thus
expired.
The applicant is requesting to extend the validity of the plats for one year from the City
Council approval date of the extension. The applicant has indicated that construction
will be completed on Phase I within the next year. If the extensions are approved at the
January 19, 2016 City Council meeting, the new expiration date for both plats will be
January 19, 2017.

A plat for RP Estes Subdivision was filed with Tarrant County prior to
annexation on a portion of the property;
A portion of the property was annexed into the City of Southlake in 1985 and
another portion of the property was annexed in 1987;
A portion of the property was zoned “NR-PUD” with the adoption of Ordinances
334 and 480;
A Zoning Change and Site Plan (ZA09-062) from “AG” – Agricultural District to
“S-P-1” – Detailed Site Plan District with limited O-1 and limited I-1 uses was
approved by the City Council on one of the subject properties (2411 Sam
School Road) on May 10, 2011.
A Land Use Plan Amendment from Low Density Residential and Mixed Use to
Medium Density Residential was approved by City Council March 5, 2013.
A Zoning Change and Development Plan from “NR-PUD” Non Residential
Planned Unit Development, “AG” Agricultural District and “S-P-1” Detailed Site
Plan District to “R-PUD” Residential Planned Unit Development District was
approved by City Council on March 5, 2013.
A Preliminary Plat (ZA13-037) was approved June 4, 2013. The plat expired
June 4, 2015.
A Plat Revision (ZA13-074) was approved December 4, 2013, but it was
never filed and it expired on December 4, 2014.
CITIZEN INPUT/
BOARD REVIEW:
A SPIN meeting for Savannah Estates was held by the applicant on October 8,
2012.
The applicant hosted a community meeting for concerned citizens on
November 1, 2012 at Town Hall.
