This proposed building will be bigger than Central Market at 65,000sqft. and almost as big
as Town Hall at 78,000sqft. To fit this big building on the lot, Mainstreet has asked for three
variances.
_remove 70% of the existing trees when saving 50% of the existing trees is the rule
-the slope setback rule of 4to1 can't be met by even part of the building's first floor.
-the stacking of cars at the entrance is a safety problem because the building is so large
there is not enough depth in the driveway.
What is the hardship that justifies these variances?
The 2030 Plan classifies this property as Office Commercial, which is the exclusive use of office and

In conclusion, the proposed development should be denied as it needs essential variances from
the carefully planned ordinances to be built on the property.

I am writing you to please vote against the building of the 70,000 square foot Rehabilitation
facility at Shady Lane and 114.
The Shady Lane neighborhood is a quiet family-oriented neighborhood and a very large 24/7
operating building would be disruptive to the character of our neighborhood which we have
fought so very hard to maintain.
This proposed building violates the tree preservation ordinance.
This building violates the stacking ordinance which is a safety issue.
The ordinances that exist in Southlake were carefully thought out and planned for the protection
of its citizens and to help keep Southlake a beautiful, safe and orderly city.
What if Mainstreet's business plan fails? Southlake will have an empty 70,000 square foot

I definitely would like to reiterate my concerns regarding the variances that are being requested known.
1. The size of the proposed building appears to be significantly larger than the property could comfortably
support;
2. Tree preservation of only 30% rather than the required 50%;
3. The requested variance to the 4-1 slope setback next to residences; (I understand the developer has
mitigated this particular variance request)
4. The stacking depth of cars at the entrance, even though this may be mitigated by the offer to use Next
Century Dental's entrance if it conforms;
I totally recognize and realize this is a very valuable piece of commercial property. I am frankly surprised it has
taken this long for it to be developed. I am NOT against commercial
development there. My goal is to help ensure that the development is appropriate for the size of the property,
and that it meets current zoning/building laws, ordinances and policies.
I am confident that you, as the elected guardians of our fair city, will ensure that the development is what is best
for our city AND our neighborhood.

Honorable Mayor Hill,
The application for the Mainstreet Transitional Facility is scheduled to be addressed at the January
5 council meeting after several months of delays.
This is a terrible location for this size building. The lot is too small (front to back)for this its size
project and because of its enormous size, the applicant is requesting a tree retention variance in
order to force its project into this small space. I understand the applicant has worked through
some of the original issues of meeting the 4:1 slope ordnance, but if they haven't, there is
absolutely no reason to consider that variance. The slope ordnance was originally written for
applications exactly like this, to protect current and future adjacent residents.
A stacking variance request for the project is also being made which impacts traffic on a frontage
road that already has too many unsafe conditions along with heavy volume. The westbound 114
Hwy Frontage Road has become the new exit ramp for the main access to Southlake Boulevard
since the highway reconstruction shifted the off ramps in the area. Traffic moves at unsafe speeds
coming off the freeway now, and this property is just below the top of a hill which drivers cannot
see passed.
The applicant is in the investment/real estate business and has positioned itself to create these
niche-oriented facilities. They have an attractive look, but they serve a very specific purpose. A
number of health insurers do not cover this type of care, but Medicare currently does. But what if
this type of service is no longer covered by Medicare (easy to see with the strains ACA and
increased health costs have placed on the federal service) or an economic downturn shifts any
potential demand for this product. Then the city and the area residents will be stuck with a very
specific property that could really only be transformed into a hotel or rehab facility and neither
belongs in this area.
Patients will be transferred to and from this facility via ambulance. Being next door to a quiet
residential area, this hardly seems like a quality of a good or proper neighbor.
I am not opposed to this site being developed, but this applicant's project is just not appropriate for
this location and lot size/configuration. I ask that you do not approve any variances to existing city
ordnance and ask this applicant to find another site.

Dear Council members,
I would like to add my name to the list of friends and neighbors who are excited at the prospect of having
a rehab facility on the frontage road of Hwy114 just east of Kimball.
The new jobs would benefit our community. The opportunity to have a good rehab facility locally would
be a wonderful addition as well.
I've heard that the primary obstacle to this project is an area of trees on the 5.7 acre piece of land.
I've also heard that the plan for the rehab facility includes planting more trees than presently grow
there. Obviously,the developer is concerned about the esthetics of the new facility and landscape.
I understand the feelings of homeowners adjacent to this land. Right now they have a view of trees and
field without the cost of owning the land. However,that land has, for more than 12 years,been zoned
commercial. Quibbling about trees(which will be replaced)has, I think,more to do with wanting
something for nothing than it has to do with being reasonable and thinking about what is best for this
community.
I will be out of town on January 5 and unable to attend the meeting in the city council chambers, which is
why I am sending this letter.
I ask you,respectfully,to please help make Southlake even better than it already is by adding this quality
rehab facility to our community.

granted that we live in this haven called"The City of Southlake".
Southlake is about Protecting Tradition and Quality of Lifestyle.
The proposed ZA15-072 Post Acute Care Facility @ highway 114 access and Shady Lane will
negatively impact our lifestyle. Please grant NO VARIANCES to this developer.
LOCATION, LOCATION, LOCATION-This development IS NOT the appropriate development for
this location. It is too big for the land; The tree and setback variances that the developer is
requesting is a testament to this. This building goes against our zoning ordinances: it does not
respect the vision that our unique neighborhood has worked so hard to develop and you and other
city councils have supported.
Does this development reflect the quality and the high standards that Southlake demand? No.
Southlake does not take care of its sick and elderly by placing them at the foot of a mayor
highway in a facility with 24/7 accessibility and minimum security surrounded by concrete and
noise.
It is a volatile proposal to add oxygen tanks and citizens with mobility issues to a hypothetical
emergency evacuation scenario in an access road that is already currently experiencing egress
issues.
In contrast to this proposed rehab facility, our existing Southlake Carleigh Rehab facility is an
elegant, one story facility safely tucked away from traffic.

Once again I respectfully request the City Council uphold the established
requirements for building in Southlake. Specific to this situation
1. the 50% tree requirement
2. maintenance of a 4 to 1 slope
3. entrance design to avoid stacking of traffic
I would like to encourage development of this property by a business that
fits with the existing businesses along the Shady Lane residential
properties. (i.e. Single story offices operating during regular business
hours.)

Dear Mayor Hill and Council Members,
My family and I are opposed to the building of Mainstreet Rehab Facility ZA15-072 because
the 70,000square foot building cannot be built without several significant variances to
established ordinances. This ordinances were drawn up to protect the citizens, to protect the
city, to keep Southlake a beautiful city and for safety.
Please consider carefully the long term effects and other possible uses of a 70,000 sqft
building where 100 unrelated people can live 24/7 on the future of Southlake, and especially
on the future of the quiet Shady Ln. neighborhood which has worked so hard to maintain its
SF1-A zoning and peaceful character.
