Item 4J Purchase of SCBAs CITY OF SOUTHLAKE MEMORANDUM December 16, 2015 To: Shana Yelverton, City Manager From: Michael Starr, Fire Chief Subject: Item 4J, Replacement of current SCBAs Action Requested: Approve the purchase of Self Contained Breathing Apparatus (SCBAs) and associated equipment for a total cost not to exceed $275,000 Background Information: The purpose of this item is to seek Council approval of the purchase of 30 Self Contained Breathing Apparatus (SCBA), 100 SCBA 5500 psi 45-min carbon cylinders, 65 AV-3000 SCBA masks,1 Revolveair charging station, 2 Pak Tracker Handheld Receivers with extended range, 2 truck chargers for the Pak Trackers and a SEMS II USB Gateway. The purchase is part of the approved FY2015-2016 budget and is recommended as part of our Southlake Fire Department Equipment Replacement Plan. The purchase will replace the SCOTT air packs, bottles and masks that are in current use with newer models that incorporate new safety features bringing our Department into compliance with revised NFPA 1981 and NFPA 1982. These requirements include: • Increased facepiece lens durability requirements for high temperature, flame and radiant heat • Increased voice intelligibility requirements • End-of-Service Time Indicator, or low air alarm, moving from 25% to 33% of the cylinder's operating pressure • Universal sound requirements for PASS devices regardless of manufacturer. The addition to these safety features the Pak Tracker system will increase firefighter safety while working in hazardous environments. The Pak Tracker system allows incident commanders to accurately account for the volume of air available to crews working in hazardous environments. This allows for more accurate incident planning and the efficient rotation of crews. Finally, the SCOTT Revolveair station will serve as a back-up fill station for our current unit at the West DPS facility. The current fill station is 22 years old. Financial Considerations: The SCBAs and associated equipment cost is no more than a total of$275,000. The SCBA's and associated equipment were requested and approved as part of the FY'16 budget. Once approved, the purchase will be made from Hoyt Breathing Air Products through a cooperative bid with the Frisco Fire Department. Financial Impact: SCBAs are anticipated to have an annual maintenance cost of$3,185.00 for testing and preventative maintenance. Cylinders must be hydrostatically tested once every 5 years at a cost of$38.00 per bottle. There is no change in annual maintenance costs from our current system and this maintenance is already budgeted for in our previous and current FY15-16 Operations Budget. Masks and SCBAs have a 10 year warrantee against manufacturer's defects and all electronics are warranted for 5 years. Alternatives: If the purchase is denied the Fire Department will continue to utilize the air packs, bottles and masks that are in date and remain in service. This will however, decrease the availability of SCBA equipment to utilize in the event of an emergency incident and put the department at risk of being found non-compliant with NFPA 1981 and 1982.
