Mayor Hill led the pledge of allegiance to the United States and Texas Flags. 3. DISCUSS ALL ITEMS ON TONIGHT'S AGENDA. NO ACTION WILL BE TAKEN AND EACH ITEM WILL BE CONSIDERED DURING THE REGULAR SESSION. Mayor Hill reviewed the consent agenda items. REGULAR SESSION: 1. CALL TO ORDER REGULAR CITY COUNCIL MEETING MINUTES, NOVEMBER 17, 2015 Page 1 of 11 The Regular Session of the City Council was called to order by Mayor Hill at 5:39 p.m. 2A. EXECUTIVE SESSION Mayor Hill announced that City Council would be going into Executive Session pursuant to the Texas Government Code, Section 551.071, consultation with city attorney; Section 551.072, deliberation regarding real property; and Section 551.087, deliberation regarding economic development negotiations. City Council adjourned for Executive Session at 5:39 p.m. Executive Session began at 6:00 p.m. and concluded at 7:05 p.m. 2B. RECONVENE Mayor Hill reconvened the meeting at 7:14 p.m. Mayor Hill asked if any action was necessary from Executive Session. There was no action necessary as a result of Executive Session. 3A. GEOGRAPHIC INFORMATION SYSTEMS (GIS) PROGRAM UPDATE City Manager Shana Yelverton made introductory comments. Senior Director of Planning and Development Services Ken Baker presented information on GIS Day and its significance in our community and demonstrated the mapping capabilities on City's website. APPROVED Senior Director of Planning and Development Services Ken Baker presented item and was available to answer questions from Council. Applicant Rich DeOtte of DeOtte Inc. presented this item and answered Council's questions. A motion was made to approve ZA15-116, Preliminary Plat for Kingdom Place subject to Staff Report dated November 17, 2015 and Revised Plat Review Summary No. 2, dated November 17, 2015 granting the following variances: • allowing for a 40-foot right of way, rather than the 50-foot right of way required by the ordinance; • increasing the allowable deviation of a street intersecting with an arterial from 10 degrees to 25 degrees; and, • allowing the proposed street to be a private street, in spite of having less than 75% of the lots with homeowner occupied structures.
