Item 4D Item 4D CITY OF SOUTHLAKE MEMORANDUM November 19, 2015 TO: Shana Yelverton, City Manager FROM: Candice Edmondson, Deputy Director of Community Services SUBJECT: Southlake Parks Development Corporation (SPDC) Matching Funds request from Southlake Cricket Club for a cricket pitch at Bob Jones Park Action Requested: City Council approval of the SPDC Matching Funds request from Southlake Cricket Club for construction of a cricket pitch at Bob Jones Park. Background Information: The SPDC Matching Funds request from Southlake Cricket Club is for $1 ,743 toward the construction cost of the cricket pitch at Bob Jones Park. Southlake Cricket Club previously requested SPDC matching funds of $6,916 in September 2014 for the pitch, which SPDC and City Council approved. The total cost for the cricket pitch was originally estimated at $13,832 and included construction of a concrete base and synthetic turf to match existing grade. A Request for Bid to build the cricket pitch was released in early 2015, but no responses were received. Since that time, the best offer staff has received is two quotes in the total amount of $17,318 to complete the work. A quote was received from Manning Concrete for construction of the concrete base in the amount of $7,328, and a quote was received from Southwest Greens Turf Company for the synthetic turf in the amount of $9,990. Southlake Cricket Club has agreed to contribute 50% ($1 ,743) of the additional construction costs which total $3,486. Staff has reviewed the request from Southlake Cricket Club and recommends approval based on the request meeting the criteria designated within the SPDC Matching Funds Policy. A copy of the SPDC Matching Funds application is attached to this memo. Financial Considerations: Approval of the matching funds request will assist with off- setting the construction costs of the cricket pitch. The current SPDC Matching Funds Budget is approximately $163,318. If the SPDC Matching Funds request from Southlake Cricket Club in the amount of $1 ,743 is approved, an unencumbered balance of approximately $161 ,575 will remain in the matching funds budget. Recent requests for SPDC matching funds include: • Miracle League of Southlake for $2,000 towards construction cost for the Texas Rangers Miracle League Field at Bicentennial Park (October 2015) • Bob Jones Nature Center Organization for up to $50,000 towards development of a pollinator garden at the Bob Jones Nature Center & Preserve (November 2014) • Southlake Cricket Club for $6,916 towards the construction of the cricket pitch at Bob Jones Park (September 2014) • Miracle League of Southlake for $1 ,661 .60 towards construction cost for the Texas Rangers Miracle League Field at Bicentennial Park (May 2014) • 2012/13 Leadership Southlake Class for up to $25,000 for signage at Bob Jones Nature Center & Preserve (April 2013) • Miracle League of Southlake for $10,250 towards construction cost for the Texas Rangers Miracle League Field at Bicentennial Park (April 2013) City of Southlake Values.- Integrity alues:Integrity♦ Innovation ♦ Accountability♦ Commitment to Excellence ♦ Teamwork Shana Yelverton, City Manager Item 4D Meeting Date — December 1, 2015 Page 3 of 3 Strategic Link: The request is linked to the City's Strategy Map related to the focus areas of Quality Development and Partnerships and Volunteerism and meets the Corporate Objectives to provide attractive and unique spaces for enjoyment of personal interests, collaborate with select partners to implement service solutions and invest to provide and maintain high quality public assets.
