On behalf of Lowe’s Companies, Adams Engineering and Development Consultants is requesting approval of a zoning change and site plan for the existing Lowe’s Home Improvement Center in
Southlake primarily to allow a reduction in required parking spaces. In addition, the applicant is seeking approval to add screening walls along the front of the store to allow for outside
storage, as well as utilize the existing south parking area for outside seasonal storage of merchandise generally between the months of February through October. The property is currently
zoned C-3 General Commercial District; the request is for S-P-1 Detailed Site Plan District to allow the existing C-3 use, a reduction in parking and outside storage areas. A parking
study was conducted and submitted by the applicant in support of the requested reduction. The city’s third party engineering consultant, Lee Engineering, has determined that the reduction
would not adversely affect parking demand at this location. The applicant is requesting that all other existing conditions remain as previously approved.

This slide shows the proposed site plan and data. The small red boxes indicating where the screen walls will be located for the storefront storage of merchandise. On the south side of
the property, the applicant is proposing to utilize up to 78 existing parking spaces for outdoor seasonal storage of merchandise, generally during the months of February through October.
In 1998, the City Council approved a site plan for Lowe’s allowing a 10% reduction in parking or 665 spaces.

Outdoor Commercial Displays (Section 34.3)
This slide shows the section of the zoning ordinance that identifies what is allowed for outdoor commercial displays without screening. The S-P-1 zoning request lists various products
beyond lawn care items to be stored along the storefront and to allow for seasonal storage of items such as mulch and compost in the south parking lot.

Here is a rendering showing the proposed screen walls for the storefront storage areas. The brick materials proposed will match existing red and white brick on the building. The walls
are proposed to be 5 feet tall and up to 15 feet long.
