Item 4H Metroport Teen Court FY 2016 Interlocal Agreement Request for Contract Approval Item 4H Mayor and Members of City Council: Item 4F on your agenda tonight is for the approval of the 2016 interlocal agreement for the Metroport Teen Court program among the cities of Colleyville, Grapevine, Keller, and Southlake. 1 Voluntary program Alternative to the criminal justice system Involvement in the judicial process Completion of community service hours Completion allows offenses to not be recorded Metroport Teen Court Metroport Teen Court is a volunteer program which allows juvenile misdemeanor offenders an alternative to the criminal justice system while allowing them to assume responsibility for their own actions by involvement in the judicial process and completion of community service hours. Completion of their obligations will allow their offenses to not be recorded. 2 The Interlocal Agreement – Colleyville, Grapevine, Keller, and Southlake Participating Cities pay $36,750 Metroport Teen Court FY 2016 Interlocal Agreement The Interlocal Agreement is an annual agreement among the cities of Southlake, Grapevine, Colleyville and Keller to provide funding for Metroport Teen Court. Each participating City shall pay $36,750 to the City of Southlake to fund the Teen Court program, for a total budget of $147,000. These funds shall pay for (1) Coordinator and (1) Assistant as well as additional supplies and security needed for extended operations. 3 City of Keller approved September 1, 2015 City of Grapevine approved October 6, 2015 City of Colleyville approved on October 20, 2015 Metroport Teen Court Interlocal Approvals The Keller City Council approved and signed the FY 2016 Interlocal on September 1, 2015. The Grapevine City Council approved and signed the FY 2016 Interlocal on October 6, 2015. The Colleyville City Council approved and signed the FY 2016 Interlocal on October 20, 2015. 4 Metroport Teen Court Defendant Referral History This table shows the past 3 years of case numbers and forecasts for the number of defendants referred in the participating cities. The total the FY 2015 was 775; however the FY 2016 expects to increase to 855 cases. 5 City of Southlake Strategy Map Critical Business Outcomes CBO1 - Continue to implement Southlake 2030 Plan by focusing on short-term initiatives.
