Item 9ACITY OF SOUTHLAI<,-E Department of Planning & Development Services STAFF REPORT October 27, 2015 CASE NO: SV15-007 PROJECT: Sign Variance for Gloria's Latin Cuisine EXECUTIVE SUMMARY: Chandler Signs on behalf of Excel Southlake I, LP is requesting approval of variances to the Master Sign Plan for Park Village, and Sign Ordinance No. 704, as amended, to allow Gloria's Latin Cuisine three (3) attached signs that do not meet illumination or letter type criteria located at 1121 E. Southlake Boulevard, Southlake, Texas. DETAILS: The applicant is proposing three (3) attached signs; one (1) for each elevation facing a street or internal driveway. The Master Sign Plan for Park Village requires that all attached signs located on "Village" buildings will be halo lit channel cut letters and the illumination is required to be white. Sign Ordinance No. 704, as amended, prohibits signs illuminated with anything other than white light or a similar type light unless approved by the Administrative Official. The attached signs proposed for the north and southeast elevations are channel cut letters with red L.E.D. halo illumination (Gloria's) to include a tag line sign (Latin Cuisine) which consists of a flat black aluminum plate with pushed thru 3/4 inch letters. The letters in the tag line sign are illuminated with white L.E.D. on the sides only. The sign proposed for the east elevation is channel cut letters with red L.E.D. halo illumination (Gloria's). All other components of the proposed signs meet the criteria of the Master Sign Plan. On October 20, 2015, the City Council tabled this item, requesting the applicant come back with alternatives to the originally proposed cabinet style tag line sign. The applicant has provided revised sign detail which eliminates the cabinet type sign and replaces it with a 1/8 inch flat black aluminum panel with pushed through 3/4 inch deep letters. The proposed back plate has also been reduced in length from 8 feet 11 inches to 7 feet and the corners of the plate have been rounded out. To minimize the color of the red halo lighting around Gloria's, the spacing from the wall has been reduced from 2 inches to 1 inch. The applicant has summarized the changes as follows: ■ To eliminate the lank of the 5 '/," deep cabinet sign look for the 'Latin Cuisine' portion of the design. we have change the treatment to a black 1J8' thick plate that will be pin mounted to the wall surface. The black Plate will be spaced 1" from the urall surface. The treatment for the "Latin Cuisine` letters mill still be a push thru acrylic that has opaque faces urith edge lighting around the letters creating a halo effect. All of the LED iigNing will be hidden behind the black plate. No portion of the face area of the 'Latin Cuisine' letters will be illuminated_ ■ To further soften the look o` the black background that the "Latin Quisine" graphics are a part of, the length of the black background has been raduced by nearly 2'-0', firom an overall length of 8'-11' to T -D". ■ To further distance ourselves from a cabinef sign took, we have eliminated the square ccmers on the black band and instead have shown naunded comers. To minimize the color of the red halo lighting around the "Gloria's' letters, we ham reduced the spacing from the wall form 2' to 1'. This Mll also match the spacing proposed for the `Min Cuisine' portion or the signage.
