CALL TO ORDER Chairman Bartlett called the meeting of the Southlake Arts Council to order at 6:36 p.m. 2. CONSENT AGENDA Consent Agenda items are considered to be routine by the Southlake Arts Council and are enacted with one motion. 2A. APPROVAL OF THE MINUTES FROM THE JUNE 23, 2015 SOUTHLAKE ARTS COUNCIL MEETING There were no corrections to the June 23, 2015 meeting minutes. APPROVED A motion was made to approve the minutes of June 23, 2015 meeting. CONSIDER 3A. RECOMMENDATION ON RENEWAL OF COMMUNITY SERVICES AGREEMENT WITH APEX ARTS LEAGUE FOR THE TERM OCTOBER 1, 2015 — SEPTEMBER 30, 2018 3B. RECOMMENDATION ON RENEWAL OF COMMUNITY SERVICES AGREEMENT WITH ARTS COUNCIL NORTHEAST FOR THE TERM OCTOBER 1, 2015 — SEPTEMBER 30, 2018 Assistant to the Director Cassie Tucker presented information on the community services agreements with Apex Arts League and Arts Council Northeast for renewal. The agreements were discussed and staff responded to questions from the board. The Agreements are for three year terms to expire September 30, 2018. In consideration for the services rendered by Apex Arts League and Arts Council Northeast on behalf of Southlake citizens, the City agrees to an annual payment to Apex Arts League of $5,000 and an additional $3,000 for cultural arts programming, and an annual payment to Arts Council Northeast of $22,000, subject to City Council approval. City Council will consider the community services agreements at their meeting on September 15, 2015. APPROVED A motion was made to recommend City Council approve the community services agreements with Apex Arts League and Arts Council Northeast as presented. RECOMMENDATION ON PERMIT TO ALLOW SISTER CITIES INTERNATIONAL YOUNG ARTISTS AND AUTHORS SHOWCASE EXHIBIT JANUARY 4, 2016 THROUGH FEBRUARY 12, 2016 IN SOUTHLAKE TOWN HALL LOBBY City of Southlake Values: Integrity♦ Innovation • Accountability• Commitment to Excellence • Teamwork Minutes of the August 4, 2015 Southlake Arts Council Meeting Page 3 of 4 Assistant to the Director Cassie Tucker presented information on the permit for Sister Cities International Young Artists and Authors exhibit January 4, 2016 — February 12, 2016 in Southlake Town Hall lobby. The permit was discussed and staff responded to questions from the board. APPROVED A motion was made to recommend City Council approve the permit to allow Sister Cities International Young Artists and Authors Showcase exhibit January 4, 2016 through February 12, 2016 in Southlake Town Hall lobby. Motion: Cook Second: McMillan Ayes: Bartlett, Cook, Ingraham, Messing and McMillan Nays: None Abstain: None Vote: 6-0 Motion Carried. 4. DISCUSSION 4A. FUTURE PUBLIC ART OPPORTUNITIES The Arts Council made plans and assignments for the upcoming public art events including the fall, "A Walk Through Time: Historical Photographs of Southlake" Town Hall Art Exhibit September 10, 2015 — October 23, 2015; the Arts Council/Apex Event at The Marq on January 23, 2016; potential juried art exhibit February 2016; and an Arts Council and Apex sponsored film day May 7, 2016. 5. PUBLIC FORUM Wendi Bernau, representative of White's Chapel United Methodist Church, spoke about the church's efforts to develop and present the arts in the church and in the community for adults. A VIP Grand Opening cocktail reception for The Marq Southlake is being planned for December 11, 2015. Staff will investigate the process to change the meeting time for the Arts Council from 6pm to 6:30 pm if that is the desire of the Arts Council. 6.
