Wang, 1227 Timberline Ct., Southlake Date: October 19, 2015 Re: ZA15-081, Proposed office warehouse at 1207- 1209 Timberline Ct. I and many of my neighbors would oppose this proposed 10,375 square foot industrial use if this is a zoning application because it would greatly impact the traffic flow and safety around the area, including E. Continental Blvd. It is the only new industrial development that offers its single ingress/egress point from a local street that has bar ditch on either side, and the street also has only one access point to/from E. Continental Blvd. (itself also has bar ditch on either side). Knowing this is a site plan request that limits the city council's scope of review, I do want to share more information and concerns with you: 1. Even Timberline Ct. has a 60' Right -of -Way, it is a somewhat misleading because half of it is in bar ditches. It has less than 30' of substandard asphalt pavement for residents to walk, get to mailbox, set trash and recycle bins or wait for school buses; 2. There are about a dozen of children (elementary thru high school) who walk down/up to the intersection waiting for school buses between 7:35 am and 7:55 am. Parents of smaller children normally drive their children to the intersection and stay there until bus arrives. They mostly stand on the asphalt pavement because grassy drainage bar ditches got wet when it rains; 3. The service drive of Stowe Services has a manual sliding gate that is often closed and locked. When it is closed, Stowe's service truck driver would have to park his truck/trailer on the street, walk to the gate, unlocked/open the gate, walk back to the truck, then enter the service yard. Sometimes when leaving to job site, he has to drive/park the truck/trailer on the street and walk back to close/lock the gate before; 4. In the AM peak (7:45 am) and PM peak (4:45 pm- 5:30 pm), E. Continental Blvd always has a constant flow of traffic that makes left in or left out to/from Timberline very difficult. Adding additional vehicle trips generated by proposed industrial use likely will make access to E. Continental impossible during AM/PM peaks. Delivery trucks for sheetrocks/metal stubs to applicant's business likely will be by tractor trailers instead of UPS. Same may happen to other industrial users. Residents on Timberline Ct have no alternated route to get in/out of Timberline when the intersection is jammed up. In December 1999, an application by Pi Systems (a computer company) for rezoning lots south of 1209 Timberline was denied by the city council because of these same concerns. Safety and mobility is the essential parts of our daily life. Knowing this is a site plan request and the city council may be limited in the scope of review, I would urge the city to step up and complete I-' • necessary infrastructure improvements (increase turning radius at the intersection, replace bar ditches with underground RCPs, repave the street) immediately should the city council determine to grant the approval to the proposed development.
