Subject: Resolution No. 15-051, Appoint members to various positions on the
Community Engagement Committee, Crime Control and Prevention
District Board, Library Board, Metroport Teen Court Advisory Board,
Senior Advisory Commission, and Southlake Arts Council.
Action
Requested: Appoint members to various boards, commissions and committees.
Background
Information: Each year, the City Council appoints members of the public to various
boards, commissions and committees. Each member is appointed for a
two-year term, unless indicated otherwise. Appointed members shall be
citizens of Southlake and registered voters. Members of the public
indicate their interest to volunteer by submitting a completed application
to the City Secretary's Office (CSO). Applications are available on the
City's website and from the City Secretary's Office.
On May 15, 2012 Council discussed the current appointment process for
boards, commissions and committees. At this meeting, Council directed
staff to implement bi-annual appointments to ease the process for
Council, staff and applicants. At the direction of Council, staff prepared a
schedule which allows Council the opportunity to review applications,
interview applicants and appoint members in the months of June and
October.
The CSO publicized these October appointments and volunteer
opportunities with MySouthlakeNews.com; placed an article in the
Volunteer Southlake Newsletter; and sent an e-mail/text to 221
subscribers via the Notify Me module on our website. The Notify Me
module allows members of the public to subscribe to updates pertaining
to board and commission openings.
Staff members also reached out to existing board members whose terms
expire in October 2015 to determine if they were interested in continuing
to serve on their respective board or another board.
In preparation for the appointments, Council received a binder that
included applications filed with the City Secretary's Office for the above
mentioned boards. Council has been presented with an outline of each
board that detailed the current membership, terms expiring in 2015,
existing members who expressed an interest to be reappointed, and
applications on file with the City.
In total, there are 64 applications included in your binder for consideration
and two additional applications were given to Council separately.
Council met during their October 6 regular meeting to review applications
to determine who will be interviewed and held interviews on October 13.
Applications received after the deadline were also forwarded to Council if
the applicant expressed an interest in serving on one of the above-
identified boards.
Tonight's item is the remaining action required by Council to complete
their October appointments for 2015.

in October 2015 are below:

RESOLUTION NO. 15-051
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, APPOINTING MEMBERS TO
VARIOUS POSITIONS ON THE COMMUNITY
ENGAGEMENT COMMITTEE, CRIME CONTROL AND
PREVENTION DISTRICT BOARD, LIBRARY BOARD,
METROPORT TEEN COURT ADVISORY BOARD, SENIOR
ADVISORY COMMISSION, AND SOUTHLAKE ARTS
COUNCIL, AND PROVIDING AN EFFECTIVE DATE.
Whereas, the City Council appoints members of the public to various boards,
commissions and committees to serve a two-year term, unless indicated otherwise; and,
Whereas, each appointee shall be a citizen of Southlake and be a registered
voter; and,
Whereas, the membership and qualifications for each board, commission and
committee are identified by City Charter, ordinance, or resolution; and,
Whereas, Council will make bi-annual appointments for Council-appointed
boards; and,
Whereas, Council desires to appoint members to various positions on the
following boards:
• Community Engagement Committee
• Crime Control and Prevention District Board
• Library Board
• Metroport Teen Court Advisory Board
• Senior Advisory Commission
• Southlake Arts Council
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, THAT:
Section 1 . All the findings in the preamble are found to be true and correct and the
City Council does hereby incorporate said findings into the body of this
resolution as if copied in its entirety.
Section 2. The following citizens are appointed to serve as board, commission or
committee members for the stated terms and until their successors have
been duly appointed and qualified by Council.
