Item 9B91 !�uUT LJA_XKE Department of Planning & Development Services STAFF REPORT October 13, 2015 CASE NO: SV15-008 PROJECT: Amendment to the Conditional Sign Permits for Southlake Town Square EXECUTIVE SUMMARY: SLTS Block 2, L.P. / Cooper & Stebbins is requesting approval of an Amendment to the Conditional Sign Permits (Master Sign Plan) as it pertains to temporary construction signage for all phases of Southlake Town Square generally located between E. State Highway 114, N. Carroll Avenue, E. Southlake Blvd. and Central Avenue, and to include specific approval of construction signage at 260 State Street, Southlake, Texas. DETAILS: The purpose of this item is to gain approval of an amendment to the conditional sign permits in place for all phases of Southlake Town Square as it pertains to Temporary Signs Exempt from Permit which regulates construction signage. The proposed amendment includes a specific request for approval of construction signage for the Z Gallerie construction site located at the southwest corner of State and Prospect Streets. The Phase I conditional sign permit was adopted in November of 1998. Development of Southlake Town Square continued and sign regulations were written and adopted for Phase 11, Block 23, Block 10, Block 22 and ultimately Grand Avenue. The regulations written for Temporary Signs Exempt from Permit in the Phase I conditional sign permit pertain to construction signage. The language written carried over from one phase to the next without change. Currently, there is a need for construction signage at the Z Gallerie site, however, the regulations in place do not accommodate current conditions. The applicant has determined that a text amendment for the Southlake Town Square sign regulations in their entirety would be appropriate. If approved, the new regulations will be added as an addendum to all of the Southlake Town Square Conditional Sign Permits (Master Sign Plans). If the amendment is not approved as proposed, the applicant is requesting approval of a variance to allow the construction signage for Z Gallerie as proposed. On October 8, 2015, the Sign Board unanimously approved the amendment as presented.
