Item 4D 4D - 1 M E M O R A N D U M October 13, 2015 TO: Shana Yelverton, City Manager FROM: Chris Tribble, Director of Community Services SUBJECT:Approve Southlake Parks Development Corporation Matching Funds request from The Miracle League of Southlake to contribute to the construction costs of the Texas Rangers Miracle League Field at Bicentennial Park Action Requested : City Council approval of Southlake Parks Development Corporation (SPDC) Matching Funds request from The Miracle League of Southlake (MLS) to contribute to the construction costs of the Texas Rangers Miracle League Field at Bicentennial Park. Background Information: The Department of Community Services received a request from MLS for a 100% match of a proposed $2,000 cash contribution toward the construction cost of the Texas Rangers Miracle League Field at Bicentennial Park. The total construction cost for the field is estimated to be approximately $485,000. MLS previously requested SPDC matching funds of $1,661.60 in May 2014,$10,250 in April 2013 and $50,000 in September 2012 for the field, which Park Board, SPDC and City Council approved. MLS plans to continue their fund raising efforts to contribute further to the construction costs of the field. In addition to matching funds contributions, in February 2013, the City Council approved the Texas Rangers Miracle League Field Naming Rights Sponsorship Agreement in the amount of $100,000 in partnership with Texas Rangers Foundation and Miracle League of Southlake The development of aTexas Rangers Miracle League Field is included in the Bicentennial Park Master Plan adopted by the City Council on September 18, 2012, and within the 2030 Parks, Recreation & Open Space/Community Facilities Master Plan adopted by the City Council on March 19, 2013. A dedication ceremony for Bicentennial Park Phase II was held May 16, 2015, to feature the Texas Rangers Miracle League Field. Use of SPDC matching funds for the field is an opportunity for the City to optimize resources through its collaboration with The Miracle League of Southlake to reduce costs and add service value. Funding is available in the SPDC Matching Funds budget. Staff has reviewed the current request and recommends approval based on the request meeting the criteria designated within the SPDC Matching Funds Policy. The Parks and Recreation Board recommended approval (6- 0) at their September 14, 2015 meeting. SPDC recommended approval (6-0) at the meeting held October 6, 2015. A copy of the SPDC Matching Funds application is included for your review in the packet. Financial Considerations: Approval of the matching funds request will assist with offsetting the capital construction costs of the Texas Rangers Miracle League Field. MLS also plans to further contribute to the construction costs of the field. The SPDC Matching Funds Budget available balance is approximately $236,877. If the SPDC Matching Funds request from The Miracle League of Southlake for $2,000 is approved, an unencumbered balance of approximately $234,877 will remain in the Matching Funds budget.
