Requested: Award contract to Durable Specialties, Inc. for the construction of a
traffic signal at South Carroll Avenue at Zena Rucker Road in the
amount of $158,500.
Background
Information: The City staff is requesting approval of a construction contract with
Durable Specialties, Inc. for the design of the proposed traffic signal
at the intersection of South Carroll Avenue and Zena Rucker Road.
The proposed traffic signal to be constructed under this contract is
identified as a Southlake 2030 Mobility Tier 3 project (MT13).
With the recent additions of the Park Village retail development and
the Winding Creek Addition residential development, the need for a
signalized intersection at S. Carroll Ave. and Zena Rucker Blvd/
Shops of Southlake west
primary entrance is
warranted due to increased
traffic volumes generated by
both the Park Village and
Shops of Southlake
developments. Therefore, to
address mobility issues, this
project has been
accelerated.

retail developments. As a result, the primary entrance for the Shops
of Southlake has been realigned at Zena Rucker Blvd. The
signalized intersection of Zena Rucker and S. Carroll Avenue will
be the only opportunity to depart southbound on S. Carroll Ave. for
Shops of Southlake patrons.
In October 2012 as part of Southlake 2030, Kimley-Horn, Inc.
completed the South Carroll Avenue Improvements Study which
provided recommendations to the City for improving mobility along
South Carroll Avenue between Southlake Boulevard (FM 1709) and
Breeze Way. The study included the extension of Zena Rucker
Road from the west to the intersection of South Carroll Avenue
between the commercial site and the residential site. The results of
the study were presented at the Southlake 2030 Mobility Master
Plan Committee meeting on September 11, 2012.
The median improvements along South Carroll Avenue from
Southlake Boulevard to Zena Rucker Road, as well as a traffic
signal at the intersection of South Carroll Avenue and Zena Rucker
Road work in conjunction to reduce delays and improve ingress
and egress to the commercial developments.

Council awarded the engineering services agreement to Halff
Associates, Inc. on February 17, 2015 for the traffic signal design,
signal construction plans and traffic signal timing.
Financial
Considerations: Funding has been allocated in the FY14 CIP Budget in the
Roadway Impact Fee Fund.
Strategic Link: The construction of the South Carroll Avenue at Zena Rucker Road
traffic signal links to the city's strategy map relative to focus areas
of Mobility and Quality Development. The specific corporate
objectives that are met by these services are to provide travel
convenience within city and region and invest to provide and
maintain high quality public assets. The Critical Business Outcome
is CB01 — Continue to implement Southlake 2030 Plan by focusing
on short-term initiatives.

Dear Mrs. Ayala:
Halff Associates, Inc. (Halff) has reviewed the bids on the above reference project. From the two
received bids, Durable Specialties, Inc. submitted the lowest bid of $158,500.00 for the traffic signal
installation work to be performed under this contract.
To our knowledge, Durable Specialties, Inc. has submitted the appropriate documentation with their
bid. This information includes, but is not limited to, the items below:
1. Specification book with completed proposal section
2. Bid bond
Halff has spoken with City staff about their experience using Durable Specialties, Inc. and received
favorable reports. Halff did not contact outside references based on the information received from
City staff. Based on the above information, Halff recommends award of this contract to Durable
Specialties, Inc. as the successful low bidder on this project.
