The Work Session was called to order by Mayor Hill at 5:30 p.m.

Bob Mason gave the invocation. Mayor Hill led the pledge of allegiance to the United
States and Texas Flags.
3. LOCAL BUSINESS REPORT
Director of Economic Development and Tourism Shannon Hamons introduced Brandon
Klein with Sharkey’s Cuts for Kids. Mr. Klein provided a description of the services
provided, hours of operation, and location of business.

4. HONORS AND RECOGNITIONS
4A. PROCLAMATION FOR NATIONAL COMMUNITY PLANNING MONTH
(AMERICAN PLANNING ASSOCIATION)
Mayor Hill presented a proclamation to members of the Planning and Development
Services Department. The achievements of planning are celebrated in October with
National Community Planning Month. This year's theme is Healthy Communities,
Healthy People.
5. FY2016 ORDINANCE AND PROJECT PRIORITY SCHEDULE.
City Manager Shana Yelverton introduced this work session item and presented to the
City Council a copy of the FY2016 Ordinance and Project Priority Schedule and
highlighted some of the upcoming priorities. Senior Director of Planning and
Development Services Ken Baker made a short presentation on the 2035 Corridor
Planning Committee. Police Chief James Brandon made a short presentation on the
bicycle helmet ordinance.
6. DISCUSS ALL ITEMS ON TONIGHT'S AGENDA. NO ACTION WILL BE
TAKEN AND EACH ITEM WILL BE CONSIDERED DURING THE REGULAR

The Regular Session of the City Council was called to order by Mayor Hill at 5:59 p.m.
2A. EXECUTIVE SESSION
Mayor Hill announced that City Council would be going into Executive Session pursuant
to the Texas Government Code, Section 551.071, consultation with city attorney,
Section 551.072, deliberation regarding real property, and Section 551.074, deliberation
regarding personnel matters. City Council adjourned for Executive Session at 5:59 p.m.
Executive Session began at 6:15 p.m. and concluded at 7:01 p.m.
2B. RECONVENE
Mayor Hill reconvened the meeting at 7:14 p.m. Mayor Hill asked if any action was
necessary from Executive Session. There was no action necessary as a result of
Executive Session.

Mayor Hill noted that a comment card was received from Bill and Carolyn Hayes, 807
East Southlake Boulevard, Southlake, Texas who indicated support if there is no
change to their property. Mayor Hill indicated the applicant has made it clear the Hayes’
property would not be affected.

Mr. Matthews inquired about the developer’s agreement for Matthews Court. Mayor Hill
indicated Council’s willingness to continue discussions in that regard.

Mayor Hill opened the public hearing and asked for anyone wishing to speak on the

A motion was made to approve Ordinance No. 567-C, 1 Reading, Consider an
ordinance revising impact fees on new land development in the city of Southlake, Texas
for water, wastewater and roadway facilities necessitated by such new development;
adopting revised land use assumptions for the city; adopting revised capital
improvements plans for water, wastewater and roadway improvements; and noting on
first reading, approving the recommended water impact fees, recommended wastewater
impact fees, and recommended roadway impact fees, however, as it relates to the
roadway impact fees, Council is directing staff to provide options at 50%, 75%, and
100% for second reading for Council consideration; and, recognizing the work of the
Capital Improvement Advisory Committee and thanking them for the written comments
provided on the Land Use Assumptions and Capital Improvements Plan.
